MINUTES OF FRAMPTON PARISH COUNCIL MEETING
Held on 19th September 2024 at Frampton Village Hall
Present: Cllr Hildred, Cllr Middleton (Boston Borough Councillor – Kirton & Frampton Ward), Cllr Fowler, Cllr Clare, Cllr Burton (Vice Chairman) Cllr Tennant, Cllr Balgarnie and Cllr Rylott (Boston Borough Councillor – Kirton & Frampton Ward).
Absent: Cllr Ashton (Chairman), Cllr Hladun, Cllr Austin (Lincolnshire County Councillor) and Cllr Pryke (Boston Borough Councillor – Kirton & Frampton Ward).
In attendance: Lana Maclennan-James (Clerk & Responsible Finance Officer, Kirton Councillor Chris Astell & one other.
Pre-meeting - 10-minute allocation for the Police and Public to speak:
Cllr Burton asked the two residents in attendance if they would like to speak, Cllr Astell (Kirton) said he had some information on a recent outer-dowsing meeting he would like to share later in the meeting. Cllr Burton confirmed with the full council that this would be ok.

28. Declarations of interest in accordance with the Localism Act 2011 (Agenda item 2 – 19.09.24)

29. Approval of minutes for meeting held 18th July 2024 (Agenda item 3 – 19.09.2024)
Council agreed and approved previous minutes to be signed as correct.
30. Planning applications (Agenda item 4 – 19.09.24)
I. TPO/24/0066 – Update of Confirmation – No comments.
II. TPO/24/0097 – Crow Green – No comments or concerns.
III. TPO/24/0093 – West End Road – In favour, no comments or concerns.
IV. TPO/24/0092 – London Road – In favour, no comments or concerns.
V. TPO/24/0095 – Treetops – No comments or concerns however this one will have to be regularly trimmed.
VI. B/24/0372 - steel framed building with higher insulation to allow for the cold storage of the potato crop at Four Cross Roads Farm, Frampton, Boston PE20 1SJ – Notification sent close to this meeting and so the council agreed for Lana to ask for extension.
31. To discuss environment of the Parish (Agenda item 5 – 19.09.24)
a) Cllr Hildred has had a complaint from a resident on Swineshead Road about the amount of smoke at night (bonfires). He has informed the resident of the correct team to share this complaint with to be able to go forward.
b) Cllr Hildred has been asked “What can be done about the corner of Fen Road?” Cllr Hildred informed the resident that the problem is being discussed and dealt with at this time.
c) Cllr Hildred had some problems on the playing field this summer with graffiti and bonfires, on one occasion the police were called (with no outcome) and the fire brigade was then called, they sat the minors down and spoke to them about the dangers of lighting fires. The fire brigade asked for police attendance but the police did not come. There has been no vandalism since and Cllr Hildred has cleaned up the debris. The community police have said they will patrol the area regularly.
d) Cllr Claire shared that there has been no more vandalism with Park View.
e) Cllr Claire reported some rubbish left in Dykes and this should be collected tomorrow.
f) Cllr Claire asked if the footpath will be finished soon, Cllr Burton said they should be back to do a top coat soon.
g) Cllr Rylott shared that she has continued fighting for a joint scrutiny for the pylon proposal, 420 pylons due to go through Lincs country side. 7300 responses received. LCC have also expressed their concerns and say a legal challenge is more likely than ever. She says that she has done what she can.
h) Cllr Rylott shared that drainage boards have been successful in receiving a large grant and a lot will be spent refurbing pumping stations.
i) Cllr Rylott shared that they have recently had a full Borough Council, where they have passed a council led rural strategy – to help parishes moving forward along side the town center. With the loss of winter fuel payment, the Borough Council will lead on a local awareness campaign for pension credit. Boston Borough Council wrote to the exchequer to question this decision.
j) Cllr Rylott says the greater Lincolnshire devolution deal was signed off this week by Angela Rayner.
k) Cllr Middleton shared that two representatives from the Parish Council will be invited to an event on planning. To try and approve planning knowledge in order to make more precise objections.
l) Cllr Burton shared that on the corner of Westend Road, there is a tree right in the middle of the bend which is encroaching on to the road. Cllr Burton went to speak to the resident and they both do not believe that this is his tree as it is only about a meter from the carriageway. However, the resident has said he will get round to sorting it and Cllr Burton said he will help him with this. There are two potholes which may cause an issue when the tree is cut back so the best option may be to report it to fix my street to cut back the tree & fill the potholes.
m) Cllr Burton also shared that the fencing on Clatterdyke that was broken has been fixed by Cllr Burton.
n) Cllr Burton reported about the hedge on Middlegate Road – Following on from correspondence, the tree was planted by the resident and so it is down to the resident to cut it back and not the village hall.
o) Cllr Burton also reported that the hedge opposite Park Farm was flailed as they were not sure if the hedge was theirs or not. However, this was Hawthorn and was an issue with dog walkers and so Cllr Burton swept the path. Cllr Ashton had planned to speak to the resident but we haven’t currently got an update on this. We are not against the resident doing this as it is usually the Parish Council who pay to get this hedge cut.
p) Cllr Pryke (Via email) reported that since the last meeting he has reported 7 flytips, the most notable being 1 of pots with compost and another of just compacted compost with stumps of plants (probably cannabis) (probably the leftovers from cannabis farms wherever) (also referred to the police).
q) Cllr Pryke has also reported 3 lots of overgrown hedges, the depression/sink hole in Middlegate Road West (to LCC and Anglian Water) and the sewage smell on several days nearby (to AW), confusing and contradictory diversion signs while road and pavement works are being done (to LCC, although I think the contractors made the mistakes).
r) Cllr Pryke shared that with the imminent reduction in speed limits in Kirton End, two Ralphs Lane residents have reiterated their request that their speed limit be lowered from 40mph to 30mph (sent to LCC).
32. To discuss FPC “Pub Night” to be held on Saturday 16th Nov 24 (Agenda item 6 – 19.09.24)
Clerk requested any ideas for quiz prize basket and volunteers to be emailed to the clerks email address.
33. To discuss Hedge Cutting price increase to £400 from Mark Bates (Agenda item 7 – 19.09.24)
Cllr Burton shared that we have been paying £425.00, he is unsure if the £425 was including VAT and the new price is £400 + VAT to take it to £480. However, we do not know this for sure and so we will go back to Mark Bates for confirmation. Cllr Claire asked if Mark bates can be paid to tidy up some bits on Sycamore Lane by the war memorial. Cllr Burton shared that the PC took the tree down on this road and paid for it, so he suggested that we get someone that we know down in the dyke to sort this out. After deliberation on safety, the council agreed for Mark to be contacted to do this.
34. To discuss the installation of various power line and cable projects going through the village. (Agenda Item 8 – 19.09.24)
Cllr Pryke (via email) shared that the Outer Dowsing have erected new notices along their route which no doubt other councillors will have seen. Borough councillors have been told that LCC is joining with other eastern region county councils in opposing the pylon proposals from National Grid, and there should be a public inquiry some time.
Cllr Burton shared his opinion on this. The Outer Dowsing going underground isn’t the end of the world. National Grid is just using the cheapest option for their Pylon Plan but in 2024 we shouldn’t be installing pylons. He asks that as a council, unless we get correspondence, we can’t really share our objections as a whole as we wouldn’t be speaking on behalf of the residents. The Councillors have had no parishioners come to them with concerns on the pylons. National grid argue that they cannot go underground due to temperature, space and cost effectiveness. Cllr Middleton shared that once the connection is in, there will be a mass of planning applications for wind and solar farms.
Cllr Astell shared some insight from an Outer Dowsing meeting he attended. He shared that residents favour the Outer Dowsing’s cable plan more than any of the others.
Cllr Burton is not sure where the parish council goes from this, at the moment we have had no complaints.
Cllr Hildred asked to put something in the next newsletter, the council agreed for this to be discussed at the next meeting.
35. Clerks Report & GDPR (Agenda item 9 – 19.09.24)
The clerk reminded the council of the Parish Liaison Meeting on the 10th of October, Cllr Burton is the only one planned to attend. The clerk shared that the hall is booked from 17:30 on the pub night to be able to set up before the event at 19:30. After looking in to queries from the last meeting, the clerk informed the council that signs bigger than 1.2sqm need consent, however she does not know the size of the sign in question from the last meeting. The clerk also informed the council that any road signs (No tractor sign request from the last meeting), need to be erected by Lincs highways, we can put in a request. The council agreed for an official request to be made.
The clerk also shared that the Milestone application is all done and had a pre-confirmation that it should be fine, just awaiting the formal confirmation before we can move it to the new spot.
Also, the 22/23 AGAR is complete and has been sent around and now, the 23/24 AGAR has been completed as the clerk received the email today and will forward this round shortly. The council confirmed that the clerk is ok to pay the invoice for the second AGAR. Two issues arose on the latest AGAR, the public rights time was known to be wrong the previous year so the clerk should not have marked that it was done right this year. And also, the minute order was incorrect as things are supposed to be approved in a set routine so the clerk will be aware of that for next year.
36. Correspondence received (Agenda item 10 – 19.09.24)
The resident who attended the last meeting has emailed to thank the council for the speed awareness sign being moved to her road, she asked when it would be working. The clerk drove by the sign and saw it was working and so responded to the resident.

The next meeting will be held on October 17th at 19:30 at Hubberts Bridge Community Centre. Cllr Hildred gave his apologies for this.
