MINUTES OF FRAMPTON PARISH COUNCIL MEETING
 
Held on March 20th 2025 at Hubberts Bridge Community Centre. 
 
Present: Cllr Ashton (Chairman), Cllr Fowler, Cllr Hladun, Cllr Balgarnie, Cllr Claire, Cllr Hildred, Cllr Pryke (Boston Borough Councillor – Kirton & Frampton Ward), Cllr Austin (Lincolnshire County Councillor) and Cllr Middleton (Boston Borough Councillor – Kirton & Frampton Ward).
Absent: Cllr Rylott (Boston Borough Councillor – Kirton & Frampton Ward), Cllr Tennent and Cllr Burton.
In attendance: Lana Maclennan-James (Clerk & Responsible Finance Officer) and one member of the public.

86. Apologies for absence and reasons given (Agenda item 1 – 20.03.2025)
Cllr Tennant, Cllr Burton and Cllr Rylott (Boston Borough Councillor – Kirton & Frampton Ward).
 
87. Declarations of interest in accordance with the Localism Act 2011 (Agenda item 2 – 20.03.2025)
None.
 
88. Approval of minutes for meeting held 20th February 2025 (Agenda item 3 – 20.03.2025)
Council agreed and approved previous minutes – except Cllr Pryke shared that bullet point 80 needs changing from road service to road surface. 
 
89. Planning applications (Agenda item 4 – 20.03.2025)
i. B/25/0087 – Ossian Offshore Windfarm – Comments reserved until more information is shared.
ii. B/25/0088 – Friths Farm (ext. 21/03/25) – Cllr Pryke recommends that we disagree with the plans as it is overdevelopment in the countryside, turning farm buildings in to houses, it wouldn’t be so much of an issue with one dwelling but 3 is a lot for the area. The Council agreed that we should comment that it is too many dwellings and ask for clarification on if they are holiday lets or residential. 
 
90. To discuss the environment of the Parish (Agenda item 5 –20.03.2025)
a) Cllr Clare reported a fly tip but it was collected within two days by Flyswat.
b) Cllr Pryke shared that the Borough Council has obtained a £10k Grant for VE/VJ celebrations and a planning to buy flags for schools/parishes and other places. The Council spoke briefly on whether that means a flag pole needs to be purchased.  Cllr Hildred does have and has generously offered a flag pole we can use for VE event. However, it may be a good idea to invest in one for the future. VE day is the 8th of May and VJ Day is the 15th of August. 
c) Cllr Pryke reported a fly tip near the RSPB reserve, this has been collected.
d) Cllr Pryke shared that RSPB has been made to slow down their food service operation by the head office, they are now ordering Greggs sandwiches as staff have been let go and food delivery cancelled. The customers are dissatisfied with this. 
e) Cllr Pryke has heard of a cat being shaved on Thornimans Lane. Cllr Claire shared that it has happened in several places and has been reported on Look North. 
f) Cllr Pryke also that it has been noted that Frampton has had a reduction in its precept. However, some residents are paying more council tax this year than some people living in a band 8 in London homes due to how it works. 
g) Cllr Pryke attended the second compulsory purchase Outer Dowsing meeting; they are down to 14 objections that they have to sort. All but one home owners are in communication with Outer Dowsing. Clements have a lot of objections; they are going to be paid for 80m width which is twice as much as everyone else, there are however still arguments going on regarding size and payment terms. All renegotiations need to be concluded in two weeks’ time.  They expect full permission for the project in 2027, which is when amounts will be shared to the affected communities. Cllr Hladun said that we are just seeing longer term issues arising in local villages where the cables were buried 5/6 years ago, such as crops dying early due to the heat of the cables. He also raised the issue of a farmer catching a cable buried only 4ft deep, especially during wet weather. 
h) Cllr Hladun asked when the 40-mph limit will be put on Frampton Lane, Cllr Austin will find out. 
i) Cllr Hladun shared that there was a HBCC village hall, the AGM is on Monday 12th May and Bingo will be back on in April. The last car boot made £276, the next is not until the Autumn. Bookings are going smoothly, 90% don’t require the bar. He shared the electricity bills that FPC will cover a quarter of. Cllr Hladun received a second quote for the floors as suggested at the last meeting, this quote was over £1000 cheaper. He asked again if the council can help with the costs to the village hall (£3875), Cllr Ashton proposed that we donate £875 and Cllr Hildred seconded, the council agreed. 
j) Cllr Austin shared that John Cooper has expressed concern about mud being bought in to the Church due to cars parking, however if the carpark was used instead of the verge, this would be avoided. There is already a foot path but the council did discuss this at the last meeting and would like this to be improved.
k) Cllr Ashton talked about the cancellation/postponing of the quiz night; the next will likely be back in Frampton due to less space to fill. 
l) Cllr Pryke shared that at the emergency element of the parish liaison meeting, attendees were given documentation on how to go about creating the emergency plan.
m) Cllr Burton shared via email that St. Michael’s Pancake evening raised £530 after expenses with Keith cooking around 200 pancakes on the evening.
 
91. Discussing an Emergency Plan as per the Parish Liaison Meeting (Agenda item 6 – 20.03.2025)
Cllrs Ashton, Burton and Pryke attended the recent meeting. Having learnt the great need to have an emergency plan, a Councillor will attend the local villages emergency plan meeting in Algakirk village hall. 
 
92. Setting of the 25/26 budget (Agenda item 7 – 20.03.2025)
The councillors received a copy of last years proposed budget vs actual. Cllr Ashton went through each item to check we are on course. He proposed that we update Subscriptions to £800 and others stay the same. Framfest is not happening this year, any event held instead can apply for a grant. The council will look for a cost to add a flagpole (to include in memorial upkeep). Cllr Pryke shared how groups are willing to pay for advertisements in the parish newsletter, however the council would still like no political ads but may accept emergency adverts.
 
93. Clerks Report & GDPR (Agenda item 8 – 20.03.2025)
Nothing to report at this meeting, the Annual Parish Meeting is next month things will be circulated a fortnight before the APM. 
Clerk to re-imburse a quarter of the halls electricity bills for last 3 years as previously agreed. 
Clerk to change hire from upstairs at HBCC to downstairs. 
 
94. Correspondence received (Agenda item 9 – 20.03.2025)
An email from a resident regarding three main issues - Council responses below:
1) re-installation of the digital speed sign on West End Road – Cllr Ashton will move the speed sign here. 
2) yellow 30mph speed signs for Bannisters Lane – We don’t have authority for installing permanent speed signs, we will have to leave this to LCC.
3)  a few more 30mph to be placed outside the Walled gardens facing towards Boston Road – as above.
 
Cllr Pryke shared that this is an ongoing issue with Kirton Parish and the two County Councillors, Cllr Brookes has forwarded the resident on to the complaints department in LCC.
Correspondence regarding the name of a street in a new development (Whippletree Close) – Cllr Pryke was expecting the road name to be in some relation to farming implements due to the other road names. No other comments or objections.
