MINUTES OF FRAMPTON PARISH COUNCIL MEETING
Held on 18th July 2024 at Frampton Church Village Hall
Present: Cllrs Ashton (Chairman), Cllr Hildred, Cllr Middleton (Boston Borough Councillor – Kirton & Frampton Ward), Cllr Hladun, Cllr Austin (Lincolnshire County Councillor), Cllr Fowler, Cllr Clare, Cllr Burton (Vice Chairman) and Cllr Pryke (Boston Borough Councillor – Kirton & Frampton Ward).
Absent: Cllr Rylott (Boston Borough Councillor – Kirton & Frampton Ward), Cllr Balgarnie and Cllr Tennant.
In attendance: Lana Maclennan-James (Clerk & Responsible Finance Officer), plus three members of the public.
Pre-meeting - 10-minute allocation for the Police and Public to speak:
(Resident) Julie Holloway, contacted Frampton Parish Council regarding speeding on the A52 and has attended this meeting to put a case to us. She shares that the speeds are ridiculous, she has contacted the police, the council, the local MP and has been told there is enough signage but people completely ignore them.
The speeds are utterly ridiculous, it is used like a race track. Julie, would like to see some flashing speed signs at the least. The HGVs can go as fast as the cars and Julie herself has almost been hit by a HGV speeding while she was driving in to her property.
Cllr Ashton asked if it has gotten worse in the last few years? Julie responding that it has not gotten any better, it is especially bad on Friday evenings, mornings and weekends. It’s a lot of cars of a daily basis.
Cllr Ashton stated that the parish councils speed sign will be in rotation there. The sign gives an average speed and gives a number of people speeding on average too. However, he shares that what has happened every time the sign goes up, is the average speed is lower on the data. We will share this data with Cllr Austin who can then relay it to highways to make improvements if necessary. Cllr Ashton shared that we are grateful that Julie attended the meeting.
Cllr Middleton then said that once the data has been passed to Cllr Austin, highways will have to be convinced that it’s a problem, then it goes to committees and takes roughly 2 years to conduct surveys etc. to then get it done.
Cllr Pryke asked Julie if the police are every around with speed guns, she replied, no, never. She has only had police attendance when someone had died in a vehicle accident.
Cllr Austin currently has no date of the next meeting with the highways but what she is a little bit weary of is trying to do two things at the same time as we won’t know which is successful. She suggests to start with the parish councils speed sign for some time. Followed by covert speed checks as vehicles going passed won’t know its there and so the data shouldn’t be affected. These checks are not looking at individuals, but the speed as a whole.
Public guest then asked - Is there not a responsibility on FPC to inform all sorts of authorities that this is occurring?
Cllr Ashton replied that we are not aware that there is, it is not the parish councils remit of speeding on the highways.
Cllr Chris Astell (Kirton councillor in attendance) then shared that he hopes we are pleased with the result of the bus stop.
Cllr Ashton replied that we are, very much so.
16. Apologies for absence and reasons given (Agenda item 1 – 18.07.24)
Cllr Balgarnie sent her apologies due to work commitments. Cllr Tennent also sent apologies as she is attending a funeral today and Cllr Rylott sent her apologies as she is on holiday currently.
17. Declarations of interest in accordance with the Localism Act 2011 (Agenda item 2 – 18.07.24)

18. Approval of minutes for meeting held 20th June 2024 (Agenda item 3 - 18.07.24)
Council agreed and approved previous minutes.
19. Planning applications (Agenda item 4 - 18.07.24)
None to discuss.
20. To discuss environment of the Parish (Agenda item 5 - 18.07.24)
a. Cllr Middleton shared that regarding the longstanding sewage down Middlegate rd. Anglian water has attended site with engineer, just before the election. There was about to be an announcement that money would be released to solve problems like this, this should be made at any time now. The money will be available in 2025. Cllr Middleton will keep us updated on this. He spoke to the resident who is most effected by this, who is pleased that she may see the end of it. The new development is not connected to this sewer.
b. Cllr Burton shared that on West end road, the hedge is well encroaching the highway now. A letter is to be sent to Ray Frankish or highways, it’s a very tight bend and some of the carriage way is now covered by the hedge. Cllr Burton will speak to Ray then highways if no outcome is made.
c. Cllr Burton could not attend the outer dowsing meeting unfortunately as had a different work commitment come through late. Cllr Chris Astell (Kirton) will update us at the next meeting.
d. Cllr Austin shared that Middlegate Road had a lot of problems with flooding in July / August – long before the building project. One of the problems is that between London Road and the A16 in bygone years they allowed surface and foul water to co-mingle in one system, which is not heard of these days.
e. Cllr Austin spoke to a lady moving in to West End Road, Frampton. Who was hoping that she would be able to have a pedestrian crossing across London Road, this has now gone to Cllr Mike Brooks.
f. Cllr Austin had a request concerning Bakers Bridge passed Orchard caravan park. There will be discreet speed monitoring down this road in the coming weeks. This is now with highways.
g. Cllr Hildred shared that the residents of Lenton Way have started flytipping garden waste in to the recently cleared dyke, after checking yesterday however, no more has been added. Cllr Austin recommended a letter drop to residents.
h. Cllr Hildred has had an email from a Mr Matthew Fisher, who lives near the Frampton Village Hall. Mr Fisher has had a highways letter about over hanging trees. He has cut the one clearly in his land however, the other is in the middle, between him and the village hall. He asked who can he speak to, to resolve it to before the 28 day deadline. This is to be reported to the village hall as no one is 100% certain whose responsibility the tree is.
i. Cllr Pryke reported 2 flytips on Frampton Road and Ralphs Lane which have now been all cleared.
j. Cllr Pryke shared that he is pleased to see the update from the police.
k. Cllr Pryke has now seen the Outer Dowsing Group doing bore holes today around Frampton.
l. Cllr Pryke also shared that the Pylon meeting has been cancelled but they are hoping to reschedule.
m. Cllr Pryke shared that there is another underground works coming through Frampton. This will be several years down the line and they won’t cooperate with outer dowsing which means another round of digging.
n. Cllr Pryke reported that some parish councils are approaching highways and LCC to ask that the A16 between Algakirk and Kirton roundabout has a speed reduction. There has been 15 deaths in 10 years and it is the second most dangerous road in the county.
o. Cllr Clare shared that the vandals have been back at park view. On Tuesday 9th they broke a window, this was reported to 101 and boarded. Then on Wednesday they played in traffic near the memorial and on Friday, were spotted coming out of Park View again. No damage noticed on the second occasion.
p. Cllr Fowler has been asked by 3 local residents to mention the hedge at Lime Tree Farm causing a blind bend. Cllr Ashton asked for Cllr Fowler to give us names and addresses and we will contact them.
q. Cllr Hladun has been asked by some parishioners, if the Four crossroads should do something about their signs. Clerk to look in to what should have happened in regards to a business putting up very large signs.
r. Cllr Hladun shared that Hubberts Bridge Community Centre is doing well. Karen Undy is the new Committee Chairman. The gentleman with the bar rights here has asked to come on the committee and will likely think of functions alongside this. Cllr Ashton shared that we could devote some space in to the next newsletter. Half/full page
s. Cllr Ashton gave a quick thanks to the clerk for the work they are doing. Stating that we are up to date with everything and they have made his life easier.
21. To discuss adding a “no tractor” sign to existing sign post (Agenda item 6 - 18.07.24)
Cllr Clare would like a no tractor sign on both ends of Thornimans lane. There are too many travelling the lane causing nuisance and destruction. They appear to be Clements tractors in particular. She has spoken to someone there, but the tractor drivers don’t want to listen. They have had 7 tractors come down the road from 03:30-04:30am. Cllr Clare can appreciate why they are going down it, as they just have an address to go to. However, it makes more sense to use Clatterdyke or come off Kirton Roundabout.
Cllr Ashton agreed that it is unsuitable for tractors and Cllr Burton said that if they use Hall Lane they don’t pass residents. Cllr Hildred is concerned for the memorial and Cllr Clare said that Clements have put some no tractor signs up near it.
Cllr Ashton asked the clerk to check the regulations/rules for putting up the signs.
22. GDPR (Agenda item 7 - 18.07.24)

23. Clerks Report (Agenda item 8 - 18.07.24)
• The clerk has received a parcel pick up point email, there is currently one at Tescos and a few other spots. We don’t have all the information yet and there may not be enough interest for anything to go ahead. We may be paid “rent” for the site however, it’s not known yet and the only cost would likely be electricity.
• Planning app B/24/0281 – mentioned here as received too late to be put on the agenda – extension to house for bedroom, sent to all prior to meeting. Cllr Burton shared that we need to correct the Borough Council on parish boundaries as errors are often made. Cllr Austin and Cllr Middleton to relay this to Boston BC.
No objections or comments on the planning app.
• We received 20+ TPOs received via Boston Borough on London Road. The parish council had no comment or issues raised.
24. Correspondence received (Agenda item 9 – 18.07.24)
Email from Mrs Stemp, Thornimans lane regarding the TPO. This was read aloud.
The Council still believe this is the same tree that was agreed to be cut down in the 90’s but not taken out by the roots. Clerk is to forward Cllr Middleton all the correspondence and he will talk to Mr Udi.
