MINUTES OF FRAMPTON PARISH COUNCIL MEETING HELD ON 20th July 2023 AT 1930 AT FRAMPTON VILLAGE HALL

Present: Cllrs Ashton (Chairman), Cllr Burton (Vice Chairman), Cllr Pryke, Cllr Tennent, Cllr Fowler, Cllr Hildred, Cllr Clare, Cllr Hladun, Cllr Balgarnie

Absent:

29. Declarations of interest (Agenda item 2 20.07.23)

Cllr Burton declared an interest against item 7 as a committee member of St Michaels Church Hall 

30. Approval of minutes for meeting held 15th June 2023 (Agenda item 3 20.07.23)

Cllr Pryke referred to item 19b – Meeting with the Highways officer was attended by a County Councillor, not a Borough Councillor

Cllr Burton mentioned that item 6 should refer to supporting St Michaels Church Hall not St Michaels Church     

31. Planning applications (Agenda item 4 20.07.23)

a)   B/23/0189 – No comments or observations

b)   B/23/0198 –    No involvement of the Frampton Parish Council at the moment

Cllr Burton mentioned that he attended phase 2 meeting and reiterated that the route go around the Millennium Beacon

Cllr Pryke stated the application would go through as the Government have already agreed it and Cllr Pryke shared a map to show a clearer    route of the proposed cable

32. Environment of the Parish (Agenda item 5 20.07.23)

a)   3 young lads are still going around Frampton and surrounding villages without helmets

b)   Cllr Tennent mentioned that a Frampton resident who has recently joined the police force has suggested reporting driving offences to ‘Operation Snap’ which is an online portal on the Lincolnshire Police website where you can upload footage of suspected driving offences. Also mentioned it would be a good idea to include this website on the forthcoming Frampton Parish Council Newsletter

c)   11kv Cable laying Frampton Roads/Church End – due to finish September but I (Cllr Fowler) have since spoken to the cable layers and they state they are well ahead of schedule and hope to finish earlier than planned 

d)   Cllr Middleton – mentioned that Cllr Emma Cresswell, Portfolio Holder Boston Borough Council, would like to speak with Frampton Parish Council and will be sending an invite. Also, Boston Borough Council  have been awarded £640K to look at a feasibility study of a new NHS Medical Centre in Boston, located near the Bus Station

e)   Cllr Clare mentioned that the bench near the Memorial is being repaired by the RSPB. 

f)   Cllr Hladun praised the use of Fix My Street regarding fixing of potholes

g)   Cllr Ashton mentioned funding of Hubberts Bridge Community Centre – request by Cllr Ashton that aid would be in exchange for 12 free Frampton Parish Council meetings – Cllr Hladun to confirm

h)   Cllr Burton had emailed the committee of Frampton Village Hall regarding a defibrillator and included an invite to attend the Frampton Parish Council meeting in November to discuss the future of the Hall, but has had no response. St Michaels Church Hall is happy in principal to receive a defibrillator. Mention of the street light not working at Frampton Village hall has been reported twice on the Boston Borough Council portal – mentioned that the website is very poor with no feedback on reports made

i)   Cllr Clare reported rubbish has been picked up and ‘flyswat’ was praised– but fly tipping still as bad. Cllr Middleton remarked fly tipping up about 40%

j)   Cllr Pryke mentioned 11KV cable laying down Church End/Frampton Roads and safety of road users. Cllr Balgarnie mentioned road safety due to lack of pull-ins for vehicles. Cllr Ashton to email County Council

k)   Cllr Ashton read notes from Cllr Austin 

33. Response regarding Milestone Re-location (Agenda item 6 20.07.23)

All Councillors were in agreement it was a harsh response to Frampton Parish    Council over their efforts to keep the milestone alive. Cllr Burton stated we have    done our upmost to rescue the situation and have the broken milestone replaced,    with permission at the time from the Village historian and the Milestone Society.    Councillors agreed that the Parish should apply for retrospective planning to keep    the milestone where it is, though Cllr Ashton will first email Planning Enforcement    Officer Alan Watts to discuss
   
34.  Purchase of Defibrillator (Agenda item 7 20.07.23)

Councillors agreed to fund a defibrillator for St Michaels Church Hall and will approach Mr Deptford for a discount as we will now be purchasing two

35. Further Discussions on future of village hall (Agenda item 8 20.07.23)

Frampton Parish Council would like to have a discussion with committee of Village Hall. No response from the committee yet regarding a meeting. November meeting may be brought forward to 7pm to enable a discussion with Village Hall committee. Church not to be invited at this stage

36. Date for extra-ordinary August meeting (Agenda item 9 20.07.23)

Councillors agreed the date would be Wednesday 23rd August at Hubberts Bridge Community Centre at 7pm to discuss quarterly newsheet and any possible planning applications
