MINUTES OF FRAMPTON PARISH COUNCIL MEETING HELD ON 18th MAY 2023 AT 1930 AT FRAMPTON VILLAGE HALL

Present: Cllrs Ashton (Chairman), Cllr Burton (Vice Chairman), Cllr Pryke, Cllr Tennent, Cllr Fowler, Cllr Balgarnie, Cllr Hildred, Cllr Clare, Cllr Hladun

In attendance: Max Barlow (Clerk & Responsible Finance Officer), 3 residents of Frampton

1.   To receive nominations for, and to appoint a Chairman (Agenda item 1 18.05.23)

Cllr Burton proposed and Cllr Hladun seconded for Cllr Ashton to remain as Chairman.

2.   To receive nominations for, and to appoint a Deputy Chairman (Agenda item 2 18.05.23)

Cllr Ashton proposed and Cllr Hildred seconded Cllr Burton to remain as Vice-Chairman.

3.   Councillor vacancies – Co-option (Agenda item 3 18.03.23)

The council resolved to co-opt Cllr’s Tennent & Fowler.

4.   Apologies for absence and reasons given (Agenda item 4 18.03.23)

None

5.   Declarations of Interest: (Agenda item 5 18.05.23)

None

6.   Approval of the minutes for meeting held 20th April 2023 (Agenda item 6 18.05.23)

The council resolved to adopt the minutes of 20th April 2023 as a true and correct record.

7.   Planning Applications (Agenda item 7 18.05.23)

a)   B/22/0455/NMA – No comments or observations

8.   Environment of the Parish (Agenda item 8 18.05.23)

a)   Cllr Clare mentioned poo bin near Clatterdykes Road being full. Residents are recommended to take dog poo home.

b)   Footpath opposite thatch cottage slippery, being reported to fix my street.

c)   Cllr Clare is to get back to fence people for war memorial and say we accept their quote.

d)   A resident mentioned that Anglian water had plans down Middlegate road.

e)   Cllr Balgarnie mentioned that she had reported a path outside the WI and street light outside pre-school not working to fix my street.

f)   Cllr Pryke mentioned how he was pleased with the fly-swat clearing fly tipping near beacon up before beacon lighting for Coronation.

g)   Mentioned speeding in Hubberts bridge. Council has received many complaints about speeding recently, and resolved to put up speed monitor in Hubberts bridge to help situation and gather data.

h)   Cllr Burton spoke of the success of St Michaels Coronation afternoon tea.

i)   Cllr Hladun mentioned that Fen Lane is now fully re-opened.

j)   Cllr Hladun asked if the council would look at granting some financial support to refurb of Hubberts Bridge Community Centre, will be put on next agenda for discussion.

k)   Cllr Ashton requested that ‘Communication to Parish’ be put on next agenda, for helping to communicate with Frampton residents such as a quarterly magazine.

9.   Approval of .gov emails (Agenda item 9 18.05.23)

The council resolved to let the clerk sort a .gov.uk email system out for the council, at a cost of £100/year to the council.

10.   GDPR – Update on Privacy (Clerk) (Agenda item 10 18.05.23)

Nothing to report.

11.   Clerks Report (Agenda item 11 18.05.23)

The clerk reminded all Councillors that they needed to do a return on election expenses before the 4th of June, and return to the returning officer, even if there were no costs.

12.   Correspondence (Agenda item 12 18.05.23)

Received a response on business rates for Marsh Farm Cottage from BBC, they are unsure as of now but will let us know when they know the answer to our query.

13.   Financial matters (Agenda item 13 18.05.23)

a)   Update on bank account

Bank balance at £54,497.80

b)   BACs to be approved

14.   Date, time and venue of next meeting (Agenda item 14 18.05.23)

The next meeting will be held at Hubberts bridge community centre, Thursday the 15th of June 2023 at 19:30hrs.

The meeting ended at 20:21hrs.
