MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 16TH JANUARY 2020 AT 1930 AT CHURCH HOUSE VILLAGE HALL, FRAMPTON

 

Present:                     Cllrs Burton (Chairman), Ashton (Deputy Chairman), Cooper, Deane, Cllr Welton (Boston Borough Council), Cllr Austin (Lincolnshire County Council) (arrived 19.55)

In attendance:          Alison Clarke (Clerk & Proper Officer, Responsible Finance Officer)

 

The Police were unable to attend but reported one incident in the Parish since the 

Last meeting namely an assault in Middlegate Road on 13th January 2020.

 

104. Apologies (agenda item 1)

Cllrs Hildred and Royce had notified the Clerk of their inability to attend and the Council RESOLVED to accept their reasons for absence. Apologies were also received from the Police and Cllrs Watson and Brown (Boston Borough Council).

 

105. Declarations of Interest (agenda item 2)

Cllr Deane declared an interest in agenda item 5b.

 

106. Approval of minutes for meeting held 21st November 2019 (agenda item 3)

The Council RESOLVED to adopt the minutes of 21/11/19 as a true record.

 

107. Environment of the Parish including LCC report (agenda item 4)

i) Cllr Ashton informed the Council that Andrew Hladun was interested in joining the Parish Council and would attend the February meeting for consideration of co-option.

ii) Cllr Deane reported flooding at the junction of Middlegate Road East and Horseshoe Lane.  The Clerk will report to fixmystreet.

iii) Cllr Deane reported the road sign at Grosvenor Road was damaged.  The Clerk will request a replacement from Boston Borough Council

iv) Cllr Welton informed the Parish Council that a new project was likely to be adopted in the next week or so initiated by the Enviromental Task group.

v) Cllr Cooper informed the Council that following Louise Balgarnie’s observation of proceedings in November would attend the February meeting for consideration of co-option.

vi) Cllr Cooper reported that the broken cover at Frampton Hall at Church End had not been fixed despite being advised by LCC that no further action was necessary.  The Clerk will re-report the problem.

vii) Cllr Burton reported that there had been a couple of complaints regarding several items of domestic refuse at a residents dwelling.The Borough Councillor offererd advice going forward.

viii) Cllr Burton reported light no. 8 out at West End Road.  The Clerk will request replacement bulb.

ix) Cllr Austin reported that she had shown Kyra Nettle, the new Highways Manager around Frampton and pointed out several ongoing issues. These are

  1. The new passing places on Frampton Roads need marking such as “single track road with passing places”
  2. Speeding issues at Bannisters Lane – it has been suggested to residents to organise a community speedwatch
  3. Dropped kerbs at Clatterdyke – one has been done but the other has not.

 

 

 

108. Planning Approvals (agenda item 5)

1) B/19/0485 Erection of rear extension following demolition of boot room to include a room within roof space, glazed front porch at Birnam, London Road, Frampton PE20 1BP had been received in December outside deadline to discuss within a scheduled meeting.  The Clerk contacted all Councillors who raised no comments or observations so the Clerk informed Boston Borough Council of this by using the power in standing order 14 (xv).

2) B/20/0012 Conversion of garage to form annex accommodation at 2 Lighton Avenue, Frampton PE20 1BY.  (Cllr Deane left the room).

The Council expressed concern that the annex may form a separate dwelling in the future and will request a condition of the planning application be that the annex remains part of no. 2 Lighton Avenue and is not marketed as a separate dwelling in the future.

 

109. GDPR update (agenda item 6)

The Clerk reported that FPC had not received any complaints or queries regarding privacy since the last meeting.

 

110. Milestone (agenda item 7)

After both Lincolnshire County Council and Boston Borough Council raised no objection to the re-siting of the milestone near the Mill Hill crosssroads the Chairman and Deputy will collect all the pieces and determine the best way of repairing in order to re-site.

 

111. Missing electricity light in Millfield Lane West (agenda item 8)

It was determined to re-instate the missing light in Millfield Lane West at a cost of £650 plus VAT.  The Clerk will order the light.

 

Cllr Welton left the meeting at this point.

 

112. Boston West (agenda item 9)

Planning application B/19/0520 had been received the afternoon of the meeting too late to put as a specific planning application on the agenda. The deadline for comments is February 6th but as the Parish Council does not meet until February 20th the Clerk will request an extension.  The Parish Council have concerns regarding the potential high increase in traffic flow at the very busy junction of Hubberts Bridge level crossing with the A52. 

 

113. Donation for War Memorial Upkeep (agenda item 10)

The Council RESOLVED to donate £150 to WCG Gardening for their yearly upkeep of the memorial.  This spend can be assigned to the power to maintain, repair, protect and adapt war memorials under statutory provision War Memorials (Local Authorities’ Power) Act 1923 s.1

 

 

 

114. Clerk’s salary review and appraisal (agenda item 11)

An annual staff appraisal had been carried out for the Clerk. The Clerk was deemed to have met her targets efficiently and timely.  After consultation with LALC the Personnel Committee RESOLVED that the Clerk’s role and responsibilities were more in line with LC2 (below substantive range) and a salary increase of £2.15 an hour be recommended.  This is spinal point 20 and the Council RESOLVED to accept the recommendation.  The salary rise will take effect from 1st January 2020.
