MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 20th JUNE 2019 AT 1930 AT HUBBERTS BRIDGE COMMUNITY CENTRE, HUBBERTS BRIDGE.
Present: Cllrs Burton (Chairman), Ashton (Deputy Chairman), Deane & Cooper
In attendance: Alison Clarke (Clerk & Proper Officer, Responsible Finance Officer), Cllr A Austin (LCC), Cllrs N Welton & P Watson (Boston Borough Council)
Chairman Cllr Burton opened the meeting by welcoming two of the new Boston Borough Councillors to Frampton Parish Council. There was no Police or Public attendance.
31. Apologies (agenda item 1)
Cllr Hildred had notified the Clerk of his inability to attend and the Council RESOLVED to accept his reason for absence. No apology had been received from Cllr Royce. Cllr S Blackman (Boston Borough Council) also sent his apologies

32. Receipt of any Declarations of Interest (agenda item 2)
Cllr Watson (Boston Borough Council) declared an interest in item 6.
33. Approval of minutes for meeting held 16th May 2019 (agenda item 3)
The Council RESOLVED to adopt the minutes of 16/5/19 as a true record
34. Environment of the Parish (agenda item 4)
i) Cllr Deane reported that although the burst water main at the crossroads at London Road/West End Road and Middlegate Road West has now been fixed the road and pavement has been left in a very muddy condition.
ii) Cllr Cooper reported that a lot of silt has been pumped into the dyke that runs alongside London Road and Middlegate Lane West from the same incident.
The Clerk will write to Anglian Water requesting that the silt is removed and the road and pavement cleaned.
iii) Cllr Cooper reported that light no. 51 had been fixed.
iv) Cllr Cooper reported that the laybys had been done in Frampton Roads
v) Cllr Cooper reported that the hedge between the Moores Arms and Hall Lane was very overgrown restricting vision. The Clerk will write to Dennis Estates requesting that the hedge be cut.
vi) Cllr Austin (LCC) reported that she had yet again received complaints regarding sewage discharge in Middlegate Road. Cllr Austin is trying to gain further support for this continuing problem.
vii) Cllr Watson (Boston Borough) reported that the Boston Alternative Energy project is now seeking approval of the Secretary of State and it is now the start of a further consultation period. Many details regarding this project can be found on the Facebook page. The Clerk had already posted circulars on the Frampton notice boards with the dates when residents can attend meetings and view displays regarding this project. Cllr Watson encourages all residents to attend one of these information meetings.
viii) Cllr Burton reported that a resident in Ralphs Lane was having difficulty leaving her drive due to the overgrown verge obstructing her view.
ix) Cllr Burton reported that residents had reported that they had to walk on the road near the junction of Ralphs Lane and West End Road as the verge and hedge were very overgrown. This is a dangerous section of road, not only for traffic turning from West End Road onto Ralphs Lane where the hedge partially obscures the road but also for pedestrians who have to walk in the road as there is no pavement either side. The Clerk will contact Highways to see when the second cut of verges within the Parish is due for both viii and ix.
x) Cllr Burton reported several residents had complained about the long hedge in Middlegate Road East becoming very overgrown obstructing the pathway. Frampton Parish Council had scheduled a cut in September but RESOLVED that this needed doing earlier. The Clerk will seek to obtain three quotes and request cutting as soon as possible.
xi) Cllr Burton reported that there had been a complaint of speeding traffic on Middlegate East. The speed camera will be relocated there to collect data. The data collected from the camera when positioned on Station Road, Hubberts Bridge will be analysed shortly and the results shared to the Council.
xii) Cllr Watson reported that Kirton Parish Council have commenced a Community Speed Watch campaign. Kirton Partish Council may be able to mentor Frampton regarding setting up a similar scheme. The Clerk will add this as an agenda item for July.
35. GDPR update (agenda item 5)
The Clerk reported that there had been no complaints or queries regarding privacy since the last meeting.
36. Planning Applications (agenda item 6)
B/19/0199 & B/19/0200 – Infill Straw Store at The Holmes, Holmes Road, Kirton PE20 1SP.
There were no observations or comments to these applications.
37. Revised Keyholder list for Church House Village Hall & Hubberts Bridge Community Centre.
a) The Clerk received a set of keys for Hubbert’s Bridge Community Centre and a keyholder receipt was signed by both the Clerk and a representative from the HBCC Committee.
b) The Clerk received a key from Cllr S Ashton (a present keyholder for Frampton Parish Council) for Church House Village Hall and a keyholder receipt was signed by both the Clerk and a representative from the Church House Village Hall committee.
38. Frampton Parish Councillor representative for Hubberts Bridge Community Centre (agenda item 8)
The Clerk had received a request from the Chairperson of HBCC for a replacement representative from Frampton Parish Council since the previous representative stepped down. Cllr Ashton volunteered to be the representative and the Clerk will confirm to the HBCC Chairperson.

41. Financial Matters
1) The Clerk reported that the bank balance as of today stood at £20186.97 less BACs to be signed of £2664.14. With known future spend for 2019/20 and monies set aside for lighting and grass/hedge cutting the balance will drop to just under £4000 before the second half of the precept is received in October.
