MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 18TH JULY 2019 AT 1930 AT CHURCH HOUSE VILLAGE HALL, FRAMPTON
Present: Cllrs Burton (Chairman), Deane, Cooper and Hildred. Cllr Austin (Lincolnshire County Council)
In attendance: Alison Clarke (Clerk & Proper Officer, Responsible Finance Officer)
43. Apologies (agenda item 1)
Cllrs Ashton and Royce had notified the Clerk of their inability to attend and the Council RESOLVED to accept their reasons for absence. Cllr Watson (Boston Borough Council) also sent his apologies.

44. Receipt of any Declarations of Interest (agenda item 2)
None.
45. Approval of minutes for meeting held 20th June 2019 (agenda item 3)
The Council RESOLVED to adopt the minutes of 20/6/19 as a true record
46. Environment of the Parish including Cllr A Austin’s report from LCC (agenda item 4)
Cllr Austin joined the meeting at 2025
- Cllr Cooper reported that the avenue of trees from the meridian line to the white gates on the bend going east had grown tremendously and there may be a problem with the large farm harvest machinery damaging them. Cllr Cooper will speak to the owner of the trees with a view to having them temporarily flailed with further cutting in winter to prevent damage.
- Cllr Cooper reported that a TV had been dumped in Silvertoft Lane. The Clerk will report to flyswat.
- Cllr Burton reported that the directional sign at the cross roads at Thornimans Lane, Clatterdyke Road and Millfield East was extremely dirty and could not be read easily. This is on the way to the Nature Reserve. The Clerk had previously reported this but will send an update to fixmystreet.
- Cllr Austin reported that LCC are still progressing dropped kerbs on both the Middlegate East/Clatterdyke junction and Lighton Avenue/Middlegate Road West junction
- Cllr Austin reported that she has submitted a general update for the next Focus on Frampton issue.
47. Planning Approvals (agenda item 5)
i) B/19/0262 land between Bungley Lane and West End Road PE20 1BT – repositioning of Plot 8 including the formation of a new highways access.
The Council does not have any observations or comments regarding the repositioning of Plot 8 but objects most strongly to the formation of a new Highways Access as the original application determined that there would only be one cut in the hedge.
ii) B/19/0191 Change of Use from Public House (Class A3 and A4) to Dwelling (Class C3) at Moores Arms, Church End, Frampton PE20 1 AD.
The Council has no comments or observations.
48. GDPR update (agenda item 6)
The Clerk reported that there had been no complaints or queries regarding privacy since the last meeting.
49. Community Speed Watch and results of speed camera (agenda item 7)
The Speed Watch device was positioned outside Church House Village Hall on Monday 15th July 2019 but unfortunately not in time to record data for the accident that occurred the previous Friday.
Data for the speed watch device when positioned in Station Road, Hubberts Bridge determine the following:-
Average speed – 37mph
Highest recorded speed – 61mph (next highest 54mph)
Slowest speed – 4mph
20% of drivers were speeding over the 40mph limit but typically only between 4-6 mph, therefore 80% of drivers were on or below the limit.
The Council has been liaising with Kirton Parish Council regarding a possible Community Speedwatch campaign. A piece regarding this will be included in the next Focus on Frampton magazine.
50. Grass cutting (agenda item 8)
The Council discussed the Parish arrangement with LCC regarding the cutting of verges which now take place only three times a year (from 7 prior 2017). Grass area cuts are therefore longer between cuts and have a more rural appearance <75mm in length with grass cuttings left on the verge itself and RESOLVED to keep this Parish arrangement with LCC.
51. Clerk’s report (agenda item 9)
- Wrote to Anglian Water re mud on road and pavement and silt being pumped into – the dyke at crossroads at London Road/West End Road/Middlegate West Road – received reply they were dealing with it - completed
- Wrote to the Chairperson at HBCC re FPC representative
- Wrote to W Dennis & Sons, Kirton re hedge between the Moores Arms and Hall Lane – received phone call to say would be done Friday 28th June
- Emailed CSC Highways re scheduled verge cutting
- Reported Network Rail van on verge to Network Rail
- Submitted VAT Claim for £171.78
- Reply from Highways re scheduled verge cutting done week commencing 24th June
- Internal audit training August
- Updated contact list issued
- Confirmation re Millfield Road East sign replaced
- Investigated the permission for two additional dwellings at Claymond Court after initial 9

53. Financial Matters (agenda item 11)
a) Bank account update – a VAT refund of £171.78 and the contribution of half of the felling of the willow tree had been received. The bank account stood at £17234.53 as at 18/7/19 after paying for the new light and pole at Church End. The Clerk reported that the bank account balance at year end is expected to be similar to the end of the previous financial year (taking into account monies set aside for grass cutting and lighting) with the precept covering all outgoings.

54. Date, time and venue of the next meeting (agenda item 13)
The next meeting will take place on Thursday 19th September 2019 at 1930 at Hubbert’s Bridge Community Centre. There is no Parish meeting in August.
