MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 19TH SEPTEMBER 2019 AT 1930 AT HUBBERT’S BRIDGE COMMUNITY CENTRE, HUBBERT’S BRIDGE
Present: Cllrs Burton (Chairman), Ashton (Deputy Chairman), Deane, Cooper and Hildred. Cllr N Welton (Boston Borough Council) and Cllr Austin (Lincolnshire County Council)
In attendance: Alison Clarke (Clerk & Proper Officer, Responsible Finance Officer). One member of the Public.
One member of the Public requested that the Parish Council consider applying for a Traffic Regulation Order for the unsuitability of Badger’s Lane for farm vehicles who had recently damaged his fence but had not owned up for the damage. The Resident had been pointed in the direction of the Parish Council from the County Council. The Parish Council informed the Resident that they were unable to get involved in a civil matter and that there nothing that could be done if Badger’s Lane was either a private road or a road with public access. The Parish Council advised the Resident to go back to Lincs County Council to find out the legal nature of the road.
The Police provided a report to the Clerk stating there had been one reported crime since the last meeting on 12/8/19 a burglary to a garage in Sandholme Lane which is currently under investigation.
55. Apologies (agenda item 1)
Cllr Royce had notified the Clerk of his inability to attend and the Council RESOLVED to accept his reason for absence. Apologies were also received from Cllr Watson (Boston Borough Council) and the Police.

56. Receipt of any Declarations of Interest (agenda item 2)
None..
57. Approval of minutes for meeting held 18th July 2019 (agenda item 3)
The Council RESOLVED to adopt the minutes of 18/7/19 as a true record.
58. Environment of the Parish including Cllr A Austin’s report from LCC (agenda item 4)
i) Cllr Deane reported that she had received complaints regarding speeding down Lighton Avenue. The Council RESOLVED to display a speed limit sign.
ii) Cllr Deane reported that the 4 way traffic lights at Mill Hill would remain until at least midway through the following week. This is a follow on to work previously carried out by Anglian Water when the water main burst earlier in the year.
iii) Cllr Deane reported that residents near 38 Grosvenor Road were concerned regarding the construction of the second storey above the garage and the additional separate building in the back garden meeting approved planning permission under B/15/0480. A planning application was originally submitted in 2011 but then withdrawn. A second planning application was submitted in December 2015 and subsequently passed by Boston Borough Council in January 2016. The Parish Council have no recollection of receiving the second request for Planning and nearby residents also say they had not been consulted. On the Boston Borough Council website it states that both Kirton and Frampton Parish Councils were consulted and Kirton Parish Council raised no objections. There is no response from Frampton Parish Council listed under the application. There are objections listed from residents at 37 Grosvenor Road and 12 Lighton Avenue. Cllr Welton will speak with Planning to determine if Frampton Parish Council were consulted.
iv) Cllr Cooper reported he had received a complaint of rubbish dumped on the green lane beside 23 Grosvenor Road. The Clerk will report to flyswat.
v) Cllr Cooper reported that the overhanging trees from the meridian line to the white gates on the bend had been trimmed (minute 46a) and that he had thanked the farmer.
vi) Cllr Welton reported that there is now a facility on the Boston Borough website to report fly tipping.
vii) Cllr Welton updated the Parish Council on the Corporate Plan consultation
viii) Cllr Welton will email the slides of the presentation he attended given by Mr Marc Jones, Police and Crime Commissioner.
59. Planning Applications (agenda item 5)
B/19/0309 Change of use from Industrial/Office/Storage to Outpatient Haemodialysis, Unit 3 Fen Road, Frampton West PE20 1SD had been received but was WITHDRAWN before Council met.
60. Speeding including data from Middlegate East monitoring device (agenda item 6)
Cllr Ashton apologised but due to a technical hitch he could not provide the data at this time but will email the Clerk once the technicality is resolved.
61. Ad hoc queries/complaints from residents re grass, tree cutting, weeks, litter (including dangerous items), road conditions caused by farmers and possible traffic regulation orders etc (agenda item 7)
The Council RESOLVED that when the Clerk receives a complaint or query of this nature she provides the relevant resident with the phone number of the nearest Councillor who will then investigate and, if necessary, put on the agenda for the following meeting.
62. Poppy Wreath (agenda item 8)
The Council RESOLVED to make a donation of £60 to the Royal British Legion for a poppy wreath. This donation is made under War Memorials (Local Authorities Power) Act 1923 s.1
63. GDPR update (agenda item 9)
The Clerk reported that there had been no complaints or queries regarding privacy since the last meeting.
64. Update of Chairman and Deputy Meeting (agenda item 10)
Cllrs Burton and Ashton attended a meeting at Boston Borough Council for Chairman and Deputies. The topics on the agenda were

Cllr Burton provided a precis on the salient points
65. Internal Auditor appointment (agenda item 11)
The Clerk had attended an Internal Auditor Workshop given by LALC. The purpose of internal audit is to effectively review and report to the Authority on whether its systems of financial and other internal controls across all of its activities and operating procedures remain effective and are followed. The Council was confident that current processes and procedures were sufficient to meet section 4 of Governance and Accountability for Smaller Authorities 2019 and Regulation 5(1) Accounts and Audit Regulations.
66. Clerk’s report (agenda item 12)
- Telephone call from Parishioner re ragwort in field adjacent to their bungalow. Provided information re contact details of the farmer and what to do if no response – field was cut a week later
- Planning applications B/19/0235 and B/19/0278 Listed building consent to extend holiday cottages Elms Farm Cottages, The Elms, Boardsides, Hubberts Bridge PE20 3QP were received in August when the Parish Council do not meet. In line with standing order 14 (xv) Clerk collated responses from all Councillors and informed Borough Council that there were no comments or observations.

- Call from resident in Ralphs Lane re verge in front of their house – help required in contacting Black Sluice – and phone call of thanks for sorting
- Review of standing orders and financial regulations undertaken by Chairman and Clerk – waiting ethical standards review to be included in Borough Code of Conduct to adopt code of conduct and amend standing orders
- Disposed of old laptop – using Clerk’s delegated powers for spend up to £500 – cost is approximately £30 to get a safe and secure Certificate from Boston Borough Council
- Clerks liaison meeting to be held next Thursday 26th September
- Focus on Frampton copy from myself and Cllr Burton
- Chased the 4 way directional sign at Millfield Lane East but was informed not a priority by LCC

- Planning application B/19/0363 was received for a two storey side and rear extension following demolition of existing conservatory at Pentewan, Bannisters Lane, PE20 1RD too late to include on the September agenda. The Clerk will collate comments and observations from Councillors and report to Boston Borough Council in line with standing order 14(xv).

68. Financial matters (agenda item 14)
a) Bank account overview
The Clerk reported the bank account stood at £15587.56 before BACs approval. The Borough election invoice has still not been received. The second and final part precept payment is due 1st October. Next month the Clerk will provide an update on where our costs are against budget to start preparation for 2020/21 precept. A VAT refund of £347.82 had been received.

69. Date, time and venue of the next meeting (agenda item 15)
The next meeting will take place on Thursday 17th October 2019 at 1930 at Church House Village Hall, Frampton.
