MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 21ST NOVEMBER 2019 AT 1930 AT HUBBERT’S BRIDGE COMMUNITY CENTRE, HUBBERTS BRIDGE.
Present: Cllrs Burton (Chairman), Ashton (Deputy Chairman), Deane, Hildred and Cooper
In attendance: Alison Clarke (Clerk & Proper Officer, Responsible Finance Officer), Louise Balgarnie
Cllr Burton welcomed Louise Balgarnie to the meeting who attended as an observer of proceedings.
Two members of the Public who had recently purchased Boston West shared their preliminary vision of erecting luxury lodges on site. At present planning consent has yet to be submitted.
The Police sent a report and there was no reported crime in the previous month.
91. Apologies for absence and reasons given (agenda item 1)
Cllr Royce had notified the Clerk of his inability to attend and the Council RESOLVED to accept his reason for absence. Apologies were also received from the Police, Cllr Watson (Boston Borough Council) and Cllr Austin (Lincs County Council)
92. Declarations of Interest (agenda item 2)
Cllr Hildred declared an interest in agenda item 6a as he is a Director of the Business and also 6c as he has an ongoing dispute with the applicant.
93. Approval of minutes for meeting held 17th October 2019 (agenda item 3)
The Council RESOLVED to adopt the minutes of 17/10/19 as a true record.
94. Presentation by Mike Gildersleeves, Growth Manager, Boston Borough Council followed by Q&A session (agenda item 4)
Cllr Burton welcomed Mike Gildersleeves, Growth Manager, Boston Borough Council who gave a presentation entitled “What is Planning?” and the role of Parish Council in the decision processes. Afterwards there was a question and answer session.
95. Environment of the Parish (agenda item 5)
a) Cllr Cooper had reported during the month the blocked drains from Middlegate Road East along Church End. The Clerk had reported to Lincs County Council.
b) Cllr Cooper had requested the cleaning of the gutters from Middlegate East to the Church in time for Remembrance Sunday which the Clerk reported and the task was performed by Boston Borough Council the following day.
c) Cllr Cooper reported the GPO box outside the Manor House had been damaged due to the ongoing gas pipe works in the area. The Clerk will report to “fixmystreet”
d) Cllr Cooper reported that VE Day, celebrating 75 years will be 8th and 9th May 2020. The Council RESOLVED to arrange the lighting of the Beacon
e) Cllr Burton reported the path had been damaged near to the Post Box in Middlegate Road East, again due to the heavy traffic from the ongoing Gas pipe work. Cllr Burton had reported to “fixmystreet”
96. Planning Applications (agenda item 6)
a) B/19/0426 Erection of building comprising laboratory and office at Fen Road, PE20 1RZ – no observations or comments
b) B/19/0428 Subdivision of building to form individual units comprising either offices of general industrial or storage and distribution Kings Road Tyres, Hubberts Bridge, PE20 3QR – no observations or comments
c) B/19/0441 Outline application for erection of 2 dwellings on land to the west of Cherry Tree Lodge, Swineshead Road, Frampton Holme PE20 1SF – the Council commented that this would be a ribbon development in open countryside affecting the character of the area and set a precedent for further infill. The Council also raised concerns that this would cause more and more entrances on the very busy A52.
97. GDPR update (agenda item 7)
The Clerk reported that FPC had not received any complaints or queries regarding privacy since the last meeting.
98. Milestone (agenda item 8)
The Milestone has now been recovered from the Resident who was looking after it and the remaining parts need to be collected from the previous Chairman. Once the whole milestone is together Frampton Parish Council will seek to get it renovated and then relocated. The Clerk has contacted the LCC representative to see if we need special permission to relocate near to Mill Hill bus stop and will also contact Boston Borough Council to inform.
99. Missing electricity light in Millfield Lane West (agenda item 9)
A Resident has requested that the third light in Millfield Lane West which was decommissioned after a farmer hit it two years ago be re-instated. The Council expressed concern that should the light be re-instated the same thing could happen again. The Clerk will contact Property Services to obtain quotes regarding putting light back on the telegraph pole or relocating across the other side of the street and this item will be placed on the January agenda.
100. Clerk’s report (agenda item 10)
- Reported the fly tipping at Millfield Lane West and Clatterdykes – removed within 8 days
- Chased Borough Councillor Nigel Welton re B/15/0480
- Correspondence from Kyra Nettle from LCC re dropped kerb at Clatterdykes
- The temporary Chevron signs in Frampton Lane have been replaced with new permanent ones
- Requested gutters be cleaned prior to Remembrance Sunday – done the next day
- Reported block drains War Memorial to Moores Arms to LCC
- Reported to Fixmystreet the very large pothole at Hubberts Bridge Station within the level crossing - fixed
- Reported to flyswat dumping of rubbish in Clatterdykes – removed within 3 days
- Booked halls for 2020 meetings
- Sent copy in for next issue of Focus on Frampton
- Reported to flyswat large white object dumped on Wyberton Low Road just north of Hall Lane
