MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 20th JANUARY 2022 AT 19.30hrs AT FRAMPTON VILLAGE HALL

Present:                     Cllr Ashton (Chairman) Cllrs Burton (Vice Chairman), Deane, Cooper, Hildred. Royce, Hladun and Balgarnie.

 

In attendance:          Michelle Cound (Clerk & Proper Officer, Responsible Finance Officer).  Cllr Austin (LCC) , Cllr Watson (Boston Borough Council)

 

80. Apologies (agenda item 1 20.01.22)

None

 

81. Declarations of interest (agenda item 2 20.01.22)

Cllr Ashton declared he had an interest in Agenda item 5b.  Cllr Watson declared he had an interest in Agenda item 5.

 

82.  Approval of the minutes for meeting held 18th November 2021 (agenda item 3 20.01.22)

 The Council Resolved to adopt the minutes of 18/11/21 as a true record.

 

83. Allison Homes, Frampton Development (agenda item 4 20.01.22)

Unfortunately, Allison Homes were unable to attend, they will be attending the Frampton Parish Council Meeting being held 17th February 2022.

 

84.  Planning Applications (agenda item 5 20.01.22)

a) B/22/0001 Siri Nilyam, 2 Thorney Lane, Frampton, Boston, PE20 1BF

Frampton Parish Council, are unhappy at the prospect of losing more hedge row and the protection of the trees.  Chairman to draft a letter to be sent to the Planning Department.

 

b) B/21/0544 Ashton’s Plot, Swineshead Road, Frampton Fen, PE201SF.

Frampton Parish Council have no comment or observations.

 

85. Environment of the Parish Including Cllr A Austin LCC (agenda item 6 20.01.22)

Cllr Burton commented he had received a phone call from a resident of Millfield Lane West, in regards to vehicles churning up their front.  Cllr Burton explained that was not a Parish Council issue it is a matter for Highways.

Cllr Austin commented that she had in fact met with the Highways manger and visited Millfield Lane West.  This is very difficult situation as you cannot stop access.

Cllr Austin also comment that the road closure in Kirton to stop the memorial flooding with impact the traffic in Frampton.  Still waiting for a start date but this will possibly be March, unsure on how long these works will take, it could be a couple of months.

Cllr Watson commented that he hopes Frampton Parish Council were aware of the Boston Borough Council grant of £1000 for each Parish Council.  Applications have until March to be submitted and funds need to be spent within twelve months.

Cllr Deane commented that the Middlegate Road West junction with A16 is not wide enough for a bus route, coming from Kirton the visibility is very poor when tuning left.  Would it be possible for a road sign to signal narrow road? Chairman resolved for a letter to be sent to the Highways Department highlighting the issue and the need for signage.

Cllr Hladun commented that he was very pleased the new railway gates had now been fitted at Hubbert’s Bridge.  Cllr Hladun also commented that after a discussion with the residents the dog barking had now calmed down.  Cllr Hladun also raised concerned that the pot holes at the beginning of Cuthberts Lane coming from Church Green Lane were very bad and also on Sandholme Lane pot holes were very bad.  Clerk to submit onto Fix My Street.

Cllr Cooper commented that the road closure by the church for gas works was being diverted round Wyberton.  This is totally unnecessary as a shorter route could be used.  Cllr Cooper also commented that Bannister’s Farm had been clearing mud from Sandholme Road from harvesting Sugar beet and now there was a lot of mud on verges.

Cllr Burton commented that there was a rise in fly tipping in Frampton, Boston Borough Council Fly Swat team should be congratulated on the speed in which it is cleared.  Clatterdyke had 18 bags or more dumped. Today on Millfield Lane East a suitcase full of clothes had been dumped.  Cllr Burton would like to see CCTV for fly tipping areas installed but demand is very high.

 

86. Queen’s Jubilee (agenda item 7 20.01.22)

A meeting was held on the 13th January 2022 for community groups to discuss how or if Frampton Parish should celebrate this occasion.  The community groups of Frampton Parish were keen to celebrate this occasion especially as Frampton Parish also has a Beacon.  Ideas received were a procession through the village from Hubbert’s Bridge, St Michaels, Frampton House, Frampton Parish Church to the Beacon with possibly floats. Service at the Church etc.  Frampton Parish Council would also like the Beacon to be on the official list of Beacons.  Clerk will look into this.

Frampton Parish Council would like to support this by use of the Parish Council clerk to minute the meetings and any administration needed.  Frampton Parish Council would also like to make a financial contribution.

87.  Budget/Precept (agenda item 8 20.01.22)

Frampton Parish Council feel the Precept should be kept at the same as 2021/2022.

88.  GDPR – update on privacy (Clerk) (agenda item 9 20.01.22)

The Clerk reported there had been no complaints on privacy since the last meeting
