MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 18th NOVEMBER 2021 AT 19.30hrs AT HUBBERT’S BRIDGE COMMUNITY CENTRE

Present:                     Cllr Ashton (Chairman) Cllrs Burton (Vice Chairman), Deane, Cooper, Hildred. Royce, Hladun and Balgarnie.

 

In attendance:          Michelle Cound (Clerk & Proper Officer, Responsible Finance Officer).  Cllr Austin (LCC)

 

69. Apologies (agenda item 1 18.11.21)

Apologies were received from Cllr Watson (Boston Borough Council) and Cllr Welton

 

70. Declarations of interest (agenda item 2 18.11.21)

None declared

 

71.  Approval of the minutes for meeting held 21st October 2021 (agenda item 3 18.11.21)

 The Council Resolved to adopt the minutes of 21/10/21 as a true record.

72. Environment of the Parish Including Cllr A Austin LCC (agenda item 4 18.11.21)

Cllr Cooper commented that Mill Hill is still closed and asked when this will reopen.  Clerk will try to contact Anglian Water for a response.

Cllr Hildred commented that he was concerned at the state of the verges of Fen Road/Swineshead Road and the lack of lighting.  Cllr Hildres also commented that he would like see a footpath on this corner.  Cllr Hildren and Cllr Austin to liaise on this matter.

Cllr Burton commented that the bench at the War Memorial needs repairing.  Quotation will be sort, for repairs in the Spring.

Cllr Hladun commented that the bungalow for sale between Swineshead Road and Kirton Holme has barking dogs which are upsetting the residents.  Chairman advised as previously informed by Alan Watts at Boston Borough Council that the neighbours making a direct complaint has more clout than the Parish Council.

Cllr Austin commented that she is still awaiting CCTV to look down drains at Lenton Way.  Cllr Austin also commented that she is still campaigning for a cycle path on the Old London Road.

Cllr Deane commented that people are missing the village magazine and suggested that the Parish Council take a lead to find out if the magazine has ceased.  If the magazine has ceased suggested that the Parish Council produce a flyer to see if anybody would like to take the magazine on.  The Parish Magazine will be added to the January Agenda.

Cllr Ashton (Chairman) commented that he had laid the Remembrance Wreath and enjoyed the Service.  Cllr Ashton also commented we would discuss any repairs or maintenance needed at the Memorial in the Spring.

 

73. Frampton Church (agenda item 5 18.11.21)

Unfortunately, Sudharsham was unable to attend the meeting.  Clerk will invite again.

 

74.  Footpath Lighting (agenda item 6 18.11.21)

Cllr Burton commented that he had been and looked at the lights listed on the quotation and noted that:

S/L 2 Middlegate Lane West was actually No.2 Mill Field Lane West.

S/L 3 Thornimans Lane – The tree is the other side of fence so not Boston Borough Council.  There is no need to replace column, just straightening of the column.

Happy with repairs on quotation for S/L5, S/L8, S/L10 and S/L14.

Cllr Burton also commented that 5 Bannisters Lane the light is out and 37 Midddlegate Road East the light is out.  Both lights are on the column so will only require lamp or head replacing.

 

75. RSPB (agenda item 7 18.11.21)

A handful of people have complained regarding Car Park Charges.  The R.S.P.B own the land and Frampton Parish Council are satisfied that people are not being charged to access the marsh.  Frampton Parish Council do not have the power to challenge the R.S.P.B regarding Car Park Charges.  Frampton Parish Council will send a letter to the R.S.P.B to clarify the charges for the Car Parks.  Frampton Parish Council do feel that the charges should be per car and not per person.

 

76.  Budget/Precept 2022 (agenda item 8 18.11.21)

Frampton Parish Council feel there is no need to increase the precept for 2022. 

 

77. GDPR – update on privacy (Clerk) (agenda item 9. 18.11.21)

The Clerk reported there had been no complaints on privacy since the last meeting
