MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 21st OCTOBER 2021 AT 19.30hrs AT FRAMPTON VILLAGE HALL

Present:                     Cllrs Burton (Vice Chairman), Deane, Cooper, Hildred.

 

In attendance:          Michelle Cound (Clerk & Proper Officer, Responsible Finance Officer).  Cllr Austin (LCC) and Cllr Welton (Borough)

 

The Police were unable to attend but submitted a report of one crimes since September namely:

 

26/09/21 - Public Order offence on Bannisters Lanes – Under Investigation

 

60. Apologies (agenda item 1 21.10.21)

  Apologies were received from Cllr Ashton (Chairman), Neil Williams (Lincolnshire Police), Cllr Balgarnie, Cllr Hladun, Cllr Watson (Boston Borough Council)

 

61. Declarations of interest (agenda item 2 21.10.21)

None declared

 

62.  Approval of the minutes for meeting held 16th September 2021 (agenda item 3 21.10.21)

 The Council Resolved to adopt the minutes of 16/09/21 as a true record.

 

63. Environment of the Parish Including Cllr A Austin LCC (agenda item 4 21.10.21)

Cllr Deane commented that signs had been placed by Anglia Water for closure of Mill Hill for 4 weeks.  Cllr Deane asked the clerk if any correspondence had been received giving a reason why.  The clerk reported that no correspondence had been received but would email Anglia Water to find out.  Cllr Deane also commented that the hedge on Middlegate Road West, Junction of A16 had been cut.

Cllr Cooper commented that he was also pleased that the hedge had been cut.  Cllr Cooper also commented that the pot hole on Sandholme Lane had still not been repaired and had also noted more pot holes were appearing in the village.  Cllr Cooper also reported that now would be a good time to look around the village to see if any hedges required strimming.

Cllr Welton commented that Lincolnshire County Council’s consultation for the Levelling up Bid for access, connections and congestion on A16 is open.  Cllr Welton is disappointed with Lincolnshire County Council’s contact and would like Frampton Parish Council to look and comment at the consultation.  Clerk will forward a copy of the consultation to all councillors.

Cllr Austin commented that she was unaware why Anglian Water were closing Mill Hill for 4 weeks but would see what information she could find out.  Cllr Austin also commented that she had accompanied the New area highways officer and had a good look around.  Cllrs Austin commented they still awaiting underground CCTV to look at Lenton Ways issue with surface water and still trying to get footway from old London road to Middlegate Road, changed to a cycle path.

 

64. Playground Equipment (agenda item 5 21.10.21)

Frampton Charities would like to put some equipment on their playing field.  Frampton Charities are not sure what Larkfleet Homes are doing i.e. are they creating a playground on the new development?  Although would be nice to have a small fenced area for the younger children.  Clerk explained she would be giving an update on Larkfleet Homes in the Clerks report and also suggested Frampton Charities could apply the National Lottery Building Better Communities Grant.

 

65. GDPR – update on privacy (Clerk) (agenda item 6. 21.10.21)

The Clerk reported there had been no complaints on privacy since the last meeting

  11. The Clerk reported how very amenable Larkfleet Homes had been to Frampton Parish Requests and how easy they had been to deal with.  The clerk also reported that Larkfleet Homes would like to attend a Parish Meeting and give a presentation on the new development and answer any questions or queries Frampton Parish Council may have.
  12. The clerk reported that she had received a quotation for the street lighting that required repair/replacement.  This report will be forwarded to all councillors and added to the agenda for November.  Cllr Burton commented that he would take a look around the village to see if any other street lights required attention.
  13. The clerk reported that Fixmystreet had contacted to say that the pot hole on Sandholme Lane was on list to be actioned.  If this pot hole has not been repaired by November’s Parish Meeting she would contact Fixmystreet again.
