MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 20TH MAY 2021 AT 1930 AT CHURCH HOUSE VILLAGE HALL, FRAMPTON.

Present:                     Cllrs Aston (Chairman), Burton (Deputy Chairman), Dean, Cooper, Hildred, Hladun, Balgarnie Cllr Welton (Boston Borough Council) and Cllr Austin (Lincolnshire County Council)

In attendance:          Michelle Cound (Clerk & Proper Officer, Responsible Finance Officer).

 

The Police were unable to attend but submitted a report of two incidents since the last meeting namely:

 

Two burglaries at the Old Tulip Factory, West End Road, Frampton.  A total of 5 people have been arrested for both burglaries and the crimes are still under investigation.

32.  Approval of the minutes for meeting held 20th May 2021 (agenda item 3 17.06.21)

 The Council Resolved to adopt the minutes of 20/05/21 as a true record

 

 

33. Environment of the Parish Including Cllr A Austin LCC (agenda item 4 17.06.21)

Cllr Burton commented that the trees located on West End Road, Plot 4 are being cut down.  Cllr Burton contacted Boston Borough Council, Alan Watts regarding if Tree Protection Orders were in place.  Alan Watts will send Cllr Burton all Tree Protection Orders for Frampton but could take some time.  Cllr Burton was told that now the plots on Thorniman’s Lane had now been sold the trees and hedges were allowed to come up.  Cllr Burton has received some of the Tree Preservation Orders but not all as yet. Cllr Burton also comment that an application for Treetops, Middlegate Road East, Frampton PE20 1AW for work on Trees with a Tree Protection Order was passed in 7 days giving the council no chance for comments.  The application spreadsheet was received by the Parish email after office hours 04/06/21, the application was placed 01/06/21.  Councillors then received the planning spreadsheet Monday 7th June 2021, same day as application was passed.  Cllr Burton concerned that will try to do more to the trees than applied for.  Letter to be sent to council from Parish, Cllr Welton has also agreed to look into this matter.  Cllr Burton commented that the War Memorial was still untouched by Sally (WCG) but had notice work to drop the curb had commenced. Finally, Cllr Burton commented with regards to Parade Training the deadline for registration had passed.  Council to look into if we can register late.

Cllr Cooper commented that although being cleared, rubbish was still being dumped over the church wall which is a concern.  Cllr Cooper also noted that although work had commenced on the drop curb he felt progress was very slow.  Cllr Austin said she would look into this.

Cllr Hladun commented that a large quantity of vehicle waste/parts had been dumped on Frampton Bank, Cllr Hladun has reported this.  Cllr Hladun also commented that he was pleased the pot hole on Frampton Lane had been repaired.

Cllr Ashton commented that Hubbert’s Bridge Community Centre were struggling to recruit members and were also looking to employ a new booking clerk.  Hubbert’s Bridge Community has been hit hard by COVID but was hopeful they would bounce back.

Cllr Dean commented she has concerns regarding Bovey House on Thorniman’s Lane that waste was being put over the hedge into the drain.  Cllr Ashton will go and look at the situation.

Cllr Hildred commented that the hedge on Middlegate Road East near the parks was over grown onto the footpath.  A disabled parishioner tries to weed the path but is struggling to maintain.  Cllr Hildred also commented that the verge and hedge on the start of Fen Road from Swineshead Road was out of control.  The verge is also rutted from vehicles turning making unsafe for walking on and hedge grown out from the field.  Cllr Ashton to look into the hedge/verge and see what we can do as a Parish. Cllr Ashton suggested we make a case study of issues we have within the, including photographs to show to Alan Watts at Boston Borough Council.

Cllr Austin commented that the flooding on Lenton way was still being investigated by CCTV.  As noted previously this is not a major priority as not on a main road and currently not threatening any homes.

 

34.  Annual Governance and Accountability Return 2020/2021. (agenda item 5 17.06.2021)

The Council RESOLVED that it meets the criteria for 2020/21 and wishes to be an exempt Authority not subject to the limited assurance review for that year.

a) Certificate of Exemption for 2020/21 approved

b) Section 1 Annual Governance Statement for 2020/21 approved

c) Section 2 Accounting Statement for 2020/21 approved

d) Publication of Public Right dates – Tuesday 21st June – Tuesday 3rd August approved

 

The Clerk will email the Certificate of Exemption, Confirmation of the Dates of the Period for the Exercise of Public Rights and the updated Contact details to the appointed auditors PKF Littlejohn LLP.

 

35. GDPR – update on privacy (Clerk) (agenda item 6 17.06.21)

The Clerk reported there had been no complaints on privacy since the last meeting
