MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 20TH MAY 2021 AT 1930 AT CHURCH HOUSE VILLAGE HALL, FRAMPTON. THIS MEETING WAS THE ANNUAL GENERAL MEETING.

Present:                     Cllrs Burton (Chairman), Ashton (Deputy Chairman), Dean, Cooper, Royce, Hladun, Balgarnie Cllr Welton (Boston Borough Council) and Cllr Austin (Lincolnshire County Council)

In attendance:          Michelle Cound (Clerk & Proper Officer, Responsible Finance Officer).

 

The Police were unable to attend but submitted a report of three incidents since the last meeting namely:

22/4/21 Cannabis cultivation, West End Road – 2 arrests made, investigation ongoing.

22/04/21 Damage to building, Frampton House care home – under investigation

03/05/21 Theft of motor vehicle, Phil Haines coaches, Ralphs Lane – under investigation

 16. Apologies (agenda item 1 20.05.2021)

Cllr Hildred had notified the Clerk of their inability to attend and the Council resolved to accept their reasons for absence.  Apologies were also received from PCSO Neil Williams (Lincolnshire Police)

 

17. To receive nominations for, and to appoint a Chairman (agenda item 2 20.05.21)

Cllr Burton proposed Cllr Ashton to be elected as Chairman and this was seconded by Cllr Cooper. The Council voted unanimously.

 

18.  To receive nominations for, and to appoint a Deputy Chairman (agenda item 3 20.05.21)

Cllr Aston proposed Cllr Burton to be elected as Deputy Chairman and this was seconded by Cllr Cooper. The Council voted unanimously.

 

19. Signing of Declaration of Office, Registration of Local Choice Interests and Disclosable Pecuniary Interests forms – all Councillors (agenda item 4 20.05.21)

Cllr Ashton signed the Declaration of Acceptance of Office as Chairman before the Clerk.

Cllr Burton signed the Declaration of Acceptance of Office as Vice Chairman before the Clerk.

Cllrs received Registration of Local Choice Interests and Disclosable Pecuniary Interests forms

 

20.  Receipt of any Declarations of Interest in accordance with the requirements of the Localism Act 2011 and to consider any written request for the dispensation to members’ disclosable interests. (agenda item 5 20.05.2021)

Chairman Ashton asked that Cllrs returned the forms at the next Parish Council Meeting.

 

21. Approval of the minutes for meeting held 15th April 2021 (agenda item 6 20.05.21)

The Council Resolved to adopt the minutes of 15/4/21 as a true record

 

 

22. Environment of the Parish (agenda item 7 20.05.21)

Cllr Burton reported that the footbridge off Sandholme Lane had been in need of repair and had been reported to him by 2 parishioners.  Cllr Burton had written to Johnathon Stockdale, Senior Countryside Officer and he is pleased to say a new footbridge has been installed.  Cllr Burton also reported that Sally (WCG Gardening) had not been able to maintain the memorial due to a broken knee but would like to carry on with maintaining the memorial.  Sally uses trainees from Boston College to assist with the work.  Cllr Burton has also received an email regarding Parade training and road closure.  We will need qualified marshals for remberance Sunday and has put himself forward and encouraged any other Cllrs that may be able to help also put themselves forward and would supply more information at next Parish Council meeting.  Chairman concerned with information supplied by Cllr Burton regarding Sally (WCG) as memorial has not been maintained in time for past 3 years.  Chairman would like this reviews in 2 months’ time as memorial a key focal point of the village.

Cllr Cooper reported property on corner of Ralphs Lane/West End Rd has lots of steel being delivered.  This property is to be a steel framed Eco house.  Concerns were raised for how tall the structure will be.

Cllr Hladun reported the hedge on Church Green Lane belonging to the Smith’s Trust is pushing the traffic out.  Chairman to write to Smith’s Trust and ask hedge be pushed back.

Cllr Welton offered to answer any questions Cllrs may have.  Chairman requested more information regarding current merger of Boston Borough Council and East Lindsey Council.  Cllr Welton reported that services were not merging and each council would still have their own services and the merger was more about resilience.  East Lindsey have many staff very good with coastal matters and places of beauty and Boston Borough Council have many staff very informed with agricultural matters and factories.  Each council will be able to help each other with a shared workforce.  Boston Borough Council and Easy Lindsey will still employ their own staff but would be able to share resources.  The two councils merging would cover a bigger geographical area, giving a bigger voice, better ability to form partnerships.  The councils working together as team would create better resilience in stopping boundaries and this would further help with funding applications.  Boston Borough Council and East Lindsey would be able to promote both regions, tourism and history spreading the word about the regions further.

 

23. Annual Insurance renewal (agenda item 8 20.05.21)

Frampton Parish Council are still tied in with Zurich until 2023.  This year’s premium is £407.03 and will renew on 1st June.

 

24. Planning Application (agenda item 9 20.05.21)

a) B/21/0198 Alvia House, Station Road, Hubbert’s Bridge, Boston, PE20 3QR

Frampton Parish Council had no comments or observations.

b) B/21/0081 Cherry Tree Lodge, Swineshead Road, Frampton Holme, PE20 1SF

Frampton Parish Council’s Chairman reported with a heavy heart they will have to accept new planning application as in principle no ground for objections, Frampton Parish Councils position has not changed although the plans have been scaled back.  Resolved that Chairman writes to Grant Fixter at Boston Borough council.

 

 

 

25. Cherry Tree Lodge (agenda item 10 21.05.21)

Clerk reported that she had received an email back from Environment agency regarding incident reported of burning commercial waste.  They are yet to visit and would be doing so hopefully in next week and can give Frampton Parish Council an update on their findings.

Cllr Burton reported that he has emailed Jen at the FlySwat team of rubbish dumped encroaching onto public highway.

 

 

Jen has responded to Cllr Burton informing him she will be sending enforcement to visit as it is actually on the public highway.

 

26. New Development Road Names (agenda item 11  20.05.21)

Cllr Burton suggested the name Craill Eau a forgotten about water boundary in Frampton.

Cllr Austin suggested there should be theme to the road names so as to not upset anyone.

Chairman to write to Tracey Banks at Boston Borough Council with Frampton Parish Councils suggestions.

 

27. Annual Parish Meeting (agenda item 12  20.05.21)

To be resolved once all Covid restrictions are lifted

 

28. Standing Orders and Policies (agenda item 13 20.05.21)

Frampton Parish Council resolved to sit tight and go online with Boston Borough Council’s Code of Conduct once published.

Frampton Parish Council resolved to adopt as a block current Standing Orders, these can be adjusted at later date if required.

 

29. WIFI (agenda item 14  20.05.21)

Frampton Parish Council resolved that they would be no longer donating payment of the WIFI at Hubbert’s Bridge Community Centre and Frampton Village Hall.  Frampton Village Hall will end August 2021 and Hubbert’s Bridge Community Centre in October 2021.  Clerk to write to both venues confirming this.

 

30.  GDPR – update on privacy (Clerk) (agenda item 15  20.05.21)

The Clerk reported there had been no complaints on privacy since the last meeting
