MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 16TH SEPTEMBER 2021 AT 20.00hrs AT HUBBERT’S BRIDGE COMMUNITY CENTRE

Present:                     Cllrs Aston (Chairman), Deane, Cooper, Hildred, Hladun, Balgarnie Royce

In attendance:          Michelle Cound (Clerk & Proper Officer, Responsible Finance Officer).

 

The Police were unable to attend but submitted a report of two crimes since July namely:

 

25/07/21 - Assault and Public order on Lenton Way, Frampton – Under Investigation

 

One member of the public attended questioning car parking charges at RSPB Frampton Marsh and where Frampton Parish Council stand on this matter.  Frampton Parish Council have no influence on the RSPB as they own the main car park.  Frampton Parish Council will check with land registry which land is actually owned by RSPB.

 

49. Apologies (agenda item 1 16.09.2021)

  Apologies were received from Cllr Burton, PCSO Neil Williams (Lincolnshire Police), Cllr Watson (Boston Borough Council and Cllr Austin (Boston Borough Council)

 

50. Declarations of interest (agenda item 2 16.09.21)

None declared

 

51.  Approval of the minutes for meeting held 15th July 2021 (agenda item 3 15.09.21)

 The Council Resolved to adopt the minutes of 15/07/21 as a true record.

 

 

52. Environment of the Parish Including Cllr A Austin LCC (agenda item 4 16.09.21)

Cllr Austin sent a comment to the Chairman that hopefully an extension of the cycle path on the Old London Road may happen.

Cllr Hildred commented there is lack of footpath linking A52 and Claymond Court.  Cllr Hildred also comment that it would be nice for Frampton Parish Council to install some play equipment.  Clerk will look into funding for this.

Cllr Cooper comment that the bridal way sign on London Road where meets Ralphs Lane is actually 40M in the wrong place.  Cllr Cooper also commented that the pot hole on Sandholme Lane are very bad especially on the bend.  Clerk to report on fix my street.

Cllr Royce commented that the hedge by Park Farm has been cut back.  Cllr Royce also commented that hedge at the top of Church Green Lane belonging to the Smith’s Trust still needs cutting back.  Clerk to send letter to Smith’s Trust.

Cllr Hladun commented that the railway gates are still in very bad condition.

Cllr Ashton proposed that the hedge before the junction of Middlegate road before A16 the Frampton Parish Council get a quote to cut the hedge right down.

Cllr Ashton also commented that the hedge near the park needs strimming at bottom.

 

53. Planning Applications (agenda item 5 16.09.21)

a) B/21/0403 – Proposed extension to bungalow at Field View, Fen Road, Frampton West, Boston, PE20 1SD. 

Frampton Parish Council had no comments or objections

b) B/21/0414 – Proposed residential development of 15 dwellings and demolition of an existing single storey brick building within the curtilage at former factory site, West End Road, Frampton, PE20 1BT. 

Frampton Parish Council commented if there would be adequate space in front of gates for a car to park, without the need to wait on the road for gates to open.

c)  B/21/0415 – Listed Building consent for proposed residential development of 15 dwellings and demolition of an existing single storey brick building within the curtilage at former factory site, West End Road, Frampton, PE20 1BT. 

Frampton Parish Council had no comments or observations.

 

54. Queen’s Jubilee

Clerk to invite community groups to an informal meeting to discuss ideas before next Frampton Parish Council Meeting.

 

55. Lincolnshire Road Safety Partnership – (agenda item 7 16.09.21)

 

Frampton Council commented that the average speed camera’s do their job although spot camera’s would be better as still speeding from junction.  Clerk to send Frampton Councils comments to Lincolnshire Road Safety Partnership

 

56. GDPR – update on privacy (Clerk) (agenda item 8 16.09.21)

The Clerk reported there had been no complaints on privacy since the last meeting
