MINUTES OF FRAMPTON PARISH COUNCIL MEETING HELD ON 18th March 2021 AT 1930 BY ZOOM.

 

Present:                     Cllrs Burton (Chairman), Deane, Hildred, Hladun, Ashton, Cooper, Royce

In attendance:          Michelle Cound (Clerk & Proper Officer, Responsible Finance Officer), Alison Clarke and Cllr Austin (LCC)

 

The Police reported that there were no incidents in Frampton since the last meeting.

 

 

105.Apologies for absence and reasons given (agenda item 1)

Cllr Balgarnie, Cllr Watson & Police gave their apologies

 

106.Declarations of interest (agenda item 2)

Cllrs Deane and Cooper expressed an interest in item 111 Framfest.

 

107.Approval of minutes held 18th February, 2021 (agenda item 3)

The Council resolved to adopt the minutes of 18th February 2021 as a true record.

 

        108.Clerks Introduction & Handover from Alison Clarke (agenda item 4)

            Cllr Burton introduced New Clerk to councillors.

            Alison Clarke gave details of handover to New Clerk.

           

 

109.Planning applications (agenda item 5)

a) B/19/0441 for the construction of 2no dwellings at Cherry Tree Lodge, Swineshead Road, Frampton Holme, PE20 1SF.

Frampton Parish Council discussed the application and resolved to send the following letter:

Frampton Parish Council met on Thursday 18/03/21 and considered the following Planning application.

B/21/0081 Reserved Matters - Following outline approval B/19/0441 - Construction of 2no. dwellings at Cherry Tree Lodge, Frampton PE20-1SF. It was unanimously resolved to object to the proposals shown as per plans put forward by the applicant for the following reasons.

The proposed dwellings are totally out of proportion and style for the site. Not only are they far too large for the plots, they are completely out of character to the neighbouring properties and immediate surroundings. The height of these designs along with the dark grey roofing materials and then the "white" rendered walls will not sit comfortably between the traditional brick bungalows either side. The appeal statement does conclude that dwellings should be two story due to flood risk but suggests, as does the Design and Access Statement passed on appeal, that these could be Dorma style bungalows. 

 

The original application (B/19/0441) was for two three bedroom properties with a single vehicular access. As this was still in place when the appeal decision was granted, we see no reason for this still to be implemented under the reserved matters decision taken on application B/21/0081.Some of these points are a far cry from what is now proposed by the developer. 

 

In the developers own Design and Access Statement put forward and accepted by the Appeal Decision,

some of the following points were stated.

 

Planning Policy; 3.

                         3.1.17    Dwellings should be of 2/3 bedrooms     (not four or more)

3.1.29    Dwellings should be complimentary to existing and          appropriate to location. They should be of single storey or Dorma style and 2/3 bedrooms.

3.1.30 (c) Dwellings are sympathetic to local character and history including the surrounding built environment and landscape setting.

                                   

                Scale;3.5.

    3.5.3.   Single storey or Dorma dwellings to accord the with scale          of plots between which the site lies.

 

     Appearance; 3.7

3.7.1    Dwellings to be aesthetically pleasing to blend with    suburban setting.

 

            Access; 3.8

b) B/21/0078 Single Story Rear Extension and Detached Garage at 20 Middlegate Road West, Frampton, PE20 1BX

Frampton Parish Council had no observations or comments.

 

110.Environment of the Parish including Cllr A Austin (agenda item 6)

a) Cllr Deane reported that she was happy the new development had decided to change the name to Frampton Gate.  Cllr Deane proposed a letter of thanks to the Chief Executive of Larkfleet Homes. Letter of thanks resolved at council, clerk to send.

b) Cllr Hildred reported pot holes on Fen Road and would be reported on fixmystreet..

c) Cllr Cooper reported that he had spoken with Boston Borough Council to prevent loosing anymore trees on Middlegate Road and would talk further with tree specialist.

d) Cllr Cooper also reported that the trees are currently unidentified, and would soon be able to.

e) Cllr Burton reported that he had spoken to Highways and the Footbridge is in hand but not currently a priority.  Cllrs Burton has informed residents who had emailed regarding the Footbridge.

f) Cllr Burton also reported that he noticed that the notice board area at the Bus Stop had been cleared by the Wyberton Wombles.  Letter of thanks to be sent to the litter pickers.  Letter of thanks to be sent to litter pickers by the clerk.

g) Cllr Austin reported that she spoken to Highways regarding the tall conifers on Lenton Way which may have damaged the drainage system.  Video exploration of the drains would be needed.  This hopefully will be done in the next couple of months.

h) Cllr Austin also reported that there was bad weather when the Community Maintenance Team had come to Frampton, due to this not as much had got done as Cllr Austin had wanted.  Cllr Austin to find out if we can have them back for a second time in the better weather.

 

 

111.Framfest (agenda item 7)

Frampton Parish Council resolved to carry on with donation of 12 toilet facilities, should this go ahead in August. Frampton Parish Council felt Framfest benefits the village.

 

 

112.GDPR – update of Privacy (agenda item 8)

The Clerk reported there had been no complaints on privacy since the last meeting

 

113.Clerks Report (agenda item 9)

 

  • Call to Environment Agency Re: Burning of commercial waste and footage forwarded and incident number given.
  • Booked onto LALC new clerk course.
