MINUTES OF FRAMPTON PARISH COUNCIL MEETING HELD ON 18th JUNE 2020 AT 1930 BY ZOOM.

 

Present:                     Cllrs Burton (Chairman), Ashton,

                                    Deane, Cooper, Hildred, Hladun, Balgarnie

                                   

In attendance:          Alison Clarke (Clerk & Proper Officer, Responsible Finance Officer)

 

15. Apologies for absence and reasons given (agenda item 1)

Cllr Austin (LCC) sent her apologies.

 

16.  Declarations of Interest (agenda item 2)

None

 

17. Approve of minutes for Extraordinary meeting held 21st May 2020 (agenda item 3)

The Council RESOLVED to adopt the minutes of 21st May 2020 as a true record.

 

18.  Planning applications (agenda item 4)

  1. B/20/0177 proposed new vehicular access to workshop at I.P.J Services Ltd, The Cottage, Swineshead Road, Frampton Holme, Boston, PE20 1SF - Frampton Parish Council had no comments or observations.

b) B/20/0189 at

c) B/16/0380/CD1 + B/18/0039/CD1 Construction Management Plans for the Middlegate West development – Cllrs Burton and Deane had sent concerns regarding the Construction and Traffic Management plan to all Councillors prior to the meeting which all Councillors supported.  The Clerk will write to Larkwood Homes with these concerns and copy Boston Borough Council.  The letter will be displayed on the Parish website.

19. Renewal of wifi contracts for Hubberts Bridge Community Centre and Church House Village Hall (agenda item 5)

The Council RESOLVED to renew the wifi contracts with Plusnet for a further year. The Clerk will write to Plusnet, Church House Village Hall and Hubberts Bridge Community Centre.

 

20. Replacement street lights (agenda item 6)

The Council RESOLVED to start replacing the old type lanterns and rusty poles with allocated precepted income.  Cllr Burton will propose which lanterns should be replaced this financial year and will be an agenda item for July.

 

21. Environment of the Parish including Cllr A Austin (LCC) (agenda item 7)

  1. Cllr Austin had nothing to report.
  2. Cllr Cooper reported that the War Graves Commission had replaced a damaged gravestone of a First World War Soldier in the south east corner of the graveyard at St Mary’s Church.
  3. Cllr Cooper reported potholes in Spotfield and Hall Lane.  The Clerk will take photos and report to fixmystreet.

 

22. Speeding on Station Road (agenda item 8)

A letter had been received from a resident in Station Road, Hubberts Bridge regarding speeding.  The Parish Council had monitored this road with the speed device last year with negligible results.  As this is a second complaint within a year from another resident the Clerk will contact Lincolnshire Road Safety Partnership to request if monitoring can be scheduled.

 

23. Clerk’s report (agenda item 9)

Reported Black bin bags dumped in the copse at corner of Millfield Lane East and A16

Reported black bags dumped further down the lane in the dyke at Millfield Lane East

Reported white bannister rods in dyke in Millfield Lane East

Reported black bin bags in both Millfield Lane West and East and rubbish at junction of Millfield Lane West and A16

Responded to Email from Resident in Ralphs Lane re tree felling.

The second of three annual cuts of grass verges by LCC has been undertaken this week.

Planning application B/20/0169 Retention of two caravans for farm employees and the siting of two additional caravans for seasonal workers in connection with the agricultural business at Windy Ridge Veg Ltd, Office, Hubberts Bridge Road, Kirton, Boston, PE20 1TW.  As all Councillors present and this is only copied to Frampton as a courtesy no Councillors had any comments or observations so the Clerk will use her power to inform Boston Borough Council of the decision.

 

 

25. Financial Matters (agenda item 11)

Bank account stands at £27,627.22 less todays Bacs as detailed below which all Councillors RESOLVED to sign off. The Clerks hours had previously been signed off by Cllrs Ashton and Burton.
