MINUTES OF FRAMPTON PARISH COUNCIL MEETING HELD ON 19th NOVEMBER 2020 AT 1930 BY ZOOM.

 

Present:                     Cllrs Burton (Chairman), Deane, Hildred, Hladun, Ashton, Cooper (joined 1945), Balgarnie, Cllr A Austin (LCC joined 2000)

                                   

In attendance:          Alison Clarke (Clerk & Proper Officer, Responsible Finance Officer)

 

The Police reported there had been three crimes since the last meeting all in Frampton Road where arrests had been made.

 

 

66. Apologies for absence and reasons given (agenda item 1)

Cllr Royce sent his apologies and the reason given was accepted by the Council.  Cllr Welton (Boston Borough) and the Police also sent their apologies.

 

67. Declarations of interest (agenda item 2)

None

 

68. Approval of minutes held 15th October, 2020 (agenda item 3)

The Council resolved to adopt the minutes of 15 October 2020 as a true record.

 

  1. Planning applications (agenda item 4)

a)B/20/0402 Erection  of external fire escape at Ralphlands, Hope Health Care Home, Ralphs Lane, Frampton PE20 1DA. The Parish Council had no comments or observations.

b) B/20/00421 The Parish Council had no comments or observations

c) B/20/0414 Listed Building Consent to replace four existing original doors, one new door, the existing kitchen door (a modern, non-fire rated glass panelled door and two second storey doors (wooden, modern, non fire-rated) with modern FD30 fire doors, frames, fire rated hinges, seals and strips at RSPB Roads Farmhouse, Frampton Roads, Frampton, Boston PE20 1Y. The Parish Council had no comments or observations

 

  1. Environment of the Parish including Cllr A Austin (agenda item 5)

A – Cllr Balgarnie informed the Parish that she had reported several loads of rubbish dumped on Frampton Roads.

B – Cllr Burton reported that he had attended both services for Remembrance Day (8th and 11th) and laid a wreath on behalf of the Parish

C – Cllr Austin reported that she had been driving around the village taking note of what needed doing when the Parish has the Community Gang at the end of January/beginning of Februay. The Clerk also provided a list.

D – Cllr Austin reported that the Give Way sign at the T junction of Bannisters Lane with Ralphs Lane may be changed to a Stop sign. Also the white lines will be repainted.

E – Cllr Austin informed the Parish that there is a survey on the LCC website entitled “County View Panel” on highways should anyone wish to take part.

 

  1. Footpath at Middlegate Road East from Clatterdykes junction down to the War Memorial (agenda item 6)

Cllr Burton informed the Parish that he had reported on Fixmystreet a section of paving between Clatterdykes Junction and the War Memorial which had been torn up and covered with mud.The pavement is directly opposite a field access where produce had recently been picked.It is understood that the field had been picked by Staples and it was RESOLVED that the Clerk write to Staples requesting that more care is taken around our village as this is not the first time damage has been caused.

 

  1. Clerks Annual Appraisal and salary review (agenda item 7)

The Clerks annual appraise is due in December and a Zoom meeting will be held. The Clerk will arrange.

 

 

  1. Preliminary budget for 2021/22 precept (agenda item 8)

The Clerk had circulated the budget of expenditure and scheduled expenditure for the remainder of the financial year and it was RESOLVED not to increase the precept for 2021/2022 but to keep it the same.The Clerk will inform the Borough Council.

 

  1. GDPR – update on privacy (agenda item 9)

The Clerk reported there had been no complaints on privacy since the last meeting

 

  1. Clerk’s Report (agenda item 10)
  1. - Chased Network Rail again on the level crossing gates at Hubberts Bridge be replaced or painted – was informed end of October and chased again 14/11/20
  2. -Reported Network Rail staff parking on the verge of level crossing junction with A1121 – reply received
  3. Requested road sweeping w/c 2nd November 2020
  4. Requested light no. 1 in Fen Road be looked at
  5. Ordered replacement light no. 3 in Fen Road that was reported to be in poor condition
  6. Cancelled road closure for Remembrance Sunday
  7. Requested litter bin at Millhill bus shelter
  8. Requested Police pass by Church as a deterrent for amount of litter dumped
  9. Planning application B/20/0390 listed building consent for installation of internal through floor lift Frampton Hall, PE20 1AA whereby all Councillors had no comments or observations (power used to inform Boston Borough) (this was later withdrawn)
  10. Email from Church House Village Hall requesting they don’t invoice us for the two months of 2020 we used the Hall due our generosity in contributing towards new windows

A - The bank account currently stands at £33951.70 less tonights BACs We are still awaiting the VAT refund of £931.45

B -The BACs list had been circulated prior to the meeting and it was RESOLVED to accept both payments listed.
