MINUTES OF FRAMPTON PARISH COUNCIL MEETING HELD ON 16th FEBRUARY 2023 AT 1930 AT HUBBERTS BRIDGE COMMUNITY CENTRE

Present: Cllrs Ashton (Chairman), Cllr Burton (Vice Chairman), Cllr Royce, Cllr Deane, Cllr Balgarnie.

In attendance: Max Barlow (Clerk & Responsible Finance Officer).

1.   Apologies for Absence and reasons given (Agenda item 1 16.02.23)

Cllrs Hildred, Hladun & Clare sent their apologies.

2.   Declarations of Interest: (Agenda item 2 16.02.23)

Cllr Burton declared an interest in the Coronation Discussion.

3.   Approval of the minutes for meeting held 19th January 2023 (Agenda item 3 16.02.23)

No minutes for meeting held in January, Cllr Ashton will email around when possible.

4.   Planning Applications (Agenda item 4)

There are no planning applications to consider.

5.   Clerks Update (Agenda item 5)

Current clerk is unwell so no update, Cllr Ashton beginning to go through handover to new Clerk.

6.   Introduction of the new Clerk and agreeing of renumeration and training (Agenda item 6)

Cllr Ashton introduced new Clerk Max Barlow. He proposed starting salary of £13.21/h, mileage to be paid, and for LALC to handle payroll & training, in which all other Councillors agreed.

7.   Environment of the parish

a)   Cllr Burton commented on the size of the new outbuilding behind Cherry Tree Lodge, and concern that this wasn’t on the original planning permission. The Clerk was advised to write to planning for comment.

b)   Cllr Burton commented on how successful the Wombles are at tidying the village.

c)   Cllr Burton commented on an extension being built on 49 Middlegate Road, he wasn’t sure whether this was following original plans.

d)   Cllr Burton put forward his apologies for not being available at Coronation.

e)   Cllr Royce commented that he had been approached by residents about problems with potholes, especially down Multon Ings Lane. Cllr Ashton recommended locals use ‘Fix my Street’, an online service to report these potholes. Then if the problem is still not fixed, to come back to the council.

f)   Cllr Ashton passed on a message from Cllr’s Hladun. Field View off A52, Car’s parked everywhere which looks a mess and is potentially dangerous due to its location.

8.   Coronation (Not on original agenda)

The Parish have been approached by Kirton to combine efforts; however, all Cllr’s agreed it better to act alone. It was agreed by all Cllr’s that the Parish Council would support a beacon to be lit on the Saturday, a tea party at St Michaels on the Sunday, and for the WI to do a community activity on the Monday. The councillors discussed gifting Coronation mugs to under 12’s, Clerk to follow up with Chairman. The Clerk to work with Chairman to promote activities.

9.   GDPR (Agenda item 7)

No update.

10.   Clerks Report (Agenda item 8)

No update as new Clerk Max has not gone through handover. No update on BACS and banking. Believed to be no outstanding invoices, but Chairman to check Village Hall hire is paid. Precept submitted in time.

11.   Date, time and venue of next meeting (Agenda item 9)

The next meeting will be held at Frampton Village Hall, Thursday the 16th of March 2023 at 19:30hrs.

The meeting ended at 20:15hrs.
