Minutes OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 16th June 2022 AT 19.30hrs AT HUBBERTS BRIDGE COMMUNITY CENTRE.

 

Present:           Cllr Ashton (Chairman), Deane, Cooper. Hildred Balagrnie and Hladun

 

In attendance:     Cllr Peter Watson (Boston Borough Council, Michelle Cound (Clerk & Proper Officer, Responsible Finance Officer).

 

Tina Clare member of the pubic attended to volunteer to take on some of the maintenance of the war Memorial.

 

27.  Apologies (agenda item 1 16.06.22)

Apologies were received from Cllr Burton (Vice chair), Cllr Royce and Cllr Austin

 

28.  Declarations of interest (agenda item 2 16.06.22

Cllr Watson declared an interest in agenda item 4.

 

29. Approval of the minutes for meeting held 19th May 2022 (agenda item 3

16.06.22)

 The Council Resolved to adopt the minutes of 19/05/2022 as a true record.

 

30.  Planning Applications (agenda item 4 16.06.22)

a) B/22/0241, Proposed rear and side extension to bungalow at Lousare, Ralphs Lane, Frampton West, Boston, PE20 1QZ.

Frampton Parish Council had no comments or observations

 

b) B/22/0200, Proposed single storey rear extension at Greenside, Langrick Road, Hubberts Bridge, Boston, PE20 3SG

Frampton Parish Council had no comments or observations

 

31.  Clerks Update (agenda item 5 16.06.22)

Clerk contacted Alison Homes regarding proper entrance to the site and not a ramp.  Alison Homes responded to say to do this they need to close the road.  This cannot be done until the roads in Kirton have reopened.

Clerk has contacted Mark bates regarding War Memorial and Hedge maintenance.

Clerk now Jubilee is over will arrange a meeting with Kirton News, herseld and Cllr Deane.

 

32. Environment of the Parish Including Cllr A Austin LCC (agenda item 6

16.06.22)  

Cllr Burton submitted a letter as not able to attend the meeting.  Chairman read letter are follows:

St Michaels coffee morning was a successful event, over 100 memebers of the public attended.

There have been burglaries in Frampton, a house on Sandholme Lane was entered and items taken several days ago.  This week a lady had had two youths in hoodies attend her property.  They were surprised when she answered, the lady believes they were trying the doorbell to see if anyone was in. I believe this has been reported to the police.

Fly Tipping, we have reported several incidents of Fly Tipping around Millfielf East and Low Road since the last meeting.  I am convinced the issue is escalated due to the fact the tip is closed for two days every week.  A County Councillor has commented at a LCC Meeting there is no proof there is a connection between site closure and Fly Tipping in Frampton. 

Frampton Charities playing field still has young children riding mini motorbikes in the field.  They are under adult supervision and this has only happened a couple of times since last meeting.  It only lasts for around 15 minutes each time and on inspection no damage to the grass is evident so far.

Chairman asked Cllr Watson if he could arrange for a representative from Boston Borough Council could attend the July Parish Council Meeting.  Cllr Watson commented he would as Cllr McNally to attend.

Cllr Watson commented the £150 rebate from Boston Borough |Council was well on the way and had already been received by many.

Cllr Hladun commented the house at the top of Badgers Lane, hedge grown into the room vehicles struggling to pass.  Cllr Hladun will talk to the property owner.

Cllr Ashton commented he has repaired and replaced the Mill Stone back at the bus stop.

34.  War Memorial Update (agenda item 8 16.06.22)

 

Tina Clare would like to volunteer to take on the light maintenance work of the War Memorial.  Chairman proposed he meet with Mark Bates to discuss strimming and hedge cutting. Unanimous vote by council.

 

35.  Councillor Vacancy (agenda item 9 16.06.22)

Frampton Parish Council currently have two vacancies for Councillors.  Vacancy still advertised on Frampton Parish Council Agenda’s.  Clerk will repost on social media.

 

36. AGAR (agenda item 10 16.06.22)

Clerk to contact Victoria Clark to complete audit as previously agreed by council.

 

 

37.  GDPR – update on privacy (Clerk) (agenda item 11  16.06.22)

The Clerk reported there had been no complaints on privacy since the last meeting

 

38. Clerk’s Report (agenda item 12 16.06.22)

 Clerks report has now moved to before Environment of the Parish

Clerk will no longer send a list of emails sent to councillors, although a list be kept by clerk to maintain best practice

 

a). The bank account stands at £42,512.11 less tonight’s bacs. (This amount also includes the grant of £1000 received from Boston Borough Council for the Queen’s Jubilee) and all payments have not yet been made.
