MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 19th May 2022 AT 19.30hrs AT FRAMPTON Village Hall. THIS WAS THE ANNUAL GENERAL MEETING
Present: Cllr Ashton (Chairman) Cllrs Burton (Vice Chairman), Deane, Cooper. Hildred Balagrne Royce and Hladun
In attendance: Michelle Cound (Clerk & Proper Officer, Responsible Finance Officer).
Mrs Ashton attended to give an update on St Mary’s Church.
11. Apologies (agenda item 1 19.05.22)
Apologies were received from Cllr Watson (Boston Borough Council)
12. To receive nominations for and appoint a Chairman (agenda item 2 19.05.22)
Cllr Hildred proposed Cllr Ashton to remain as Chairman and this was seconded by Cllr Hladun. The Council voted unanimously. Cllr Ashton signed the Declaration of Acceptance of Office before the Clerk.
13. To receive nominations for and appoint a deputy Chairman (agenda Item 3 19.05.22)
Cllr Royce proposed Cllr Burton to remain as Deputy Chairman and this was seconded by Cllr Hladun. The Council voted unanimously. Cllr Burton signed the Declaration of Acceptance of Office before the Clerk.
14. Signing of Declaration of Office, Registration of Local Choice Interests and Disclosable Pecuniary Interests forms for all councillors (agenda item 4 19.05.22)
Cllr Ashton signed the Declaration of Acceptance of Office as Chairman before the Clerk.
Cllr Burton signed the Declaration of Acceptance of Office as Vice Chairman before the Clerk.
Cllrs received Registration of Local Choice Interests and Disclosable Pecuniary Interests forms
15. Receipt of any Declarations of Interest in accordance with the requirements of the Localism Act 2011 and to consider any written request for the dispensation to members’ disclosable interests. (agenda item 5 19.05.22)
Cllr Hladun and Cllr Hildred declared and interest in agenda item 9a.
Chairman Ashton asked that Cllrs returned the forms at the next Parish Council Meeting.
16. Approval of the minutes for meeting held 21st March 2022 (agenda item 6
19.05.22)
The Council Resolved to adopt the minutes of 21/04/2022 as a true record.
17. Environment of the Parish Including Cllr A Austin LCC (agenda item 7
19.05.22)
Cllr Cooper commented he would make sure area around the Beacon was all tidy ready for the Lighting of the Beacon on the 2nd of June 2022.
Cllr Hladun commented that the pot hole at Hubbert’s Bridge has been repaired.
Cllr Deane commented that the ramp to the Alison Homes site was still there. We were told 11.04.22 this was temporary until bell mouth was installed, this is danger to cyclists. Clerk to write to Alison Homes again and ask what is happening.
Cllr Royce commented that the Man Hole Cover had now been made safe not repaired. Clerk reported to councillors that it had been made safe and Lincolnshire Highways were awaiting a new one.
Cllr Balagrne commented that residents had spoken to here regarding the Junction to the Alison Homes site. Cllr Balagrne has asked them to write a letter raising the concerns.
Cllr Burton commented that children had been riding round the field on a mini motorbike. The ground was not being churned up but you can start to see a track. Cllr Burton also commented that he had turned the Frampton to Kirton sign back around, as people seem to like to turn it the opposite direction.
Cllr Hildred commented that Lincolnshire County Council had discussed with him the surface water on Lenton Way. Lincolnshire County Council had discovered the pipe does not go anywhere. Permission has been given by Frampton Playing fields to join the pipe up.
Cllr Ashton commented on speed within the village and asked the clerk if we had heard anything back from resident Sarah Fowler. The clerk reported there had been no change and was the same vehicles. Cllr Ashton also read a letter received by Cllr Hildred that he would like to send to the planning department regarding planning application 9b. No objections to letter being send to planning department.
18. Annual Insurance Renewal (agenda item 8 19.05.22)
The clerk commented that we were entering into the last year of the 3-year contract. Renew for this year is £408.98.
19. Planning Applications (agenda item 9 19.05.22)
a. Proposed extension to side and rear of bungalow, demolition of existing single garage and erection of double garage and removal of car port at Deverill, Swineshead Road, Frampton Holme, Boston, PE20 1SG
Frampton Parish Council had no comment or observations
b. Outline planning permission for the construction of 4 no dwellings at Land adjacent, Cherry Tree Lodge, Swineshead Road, Frampton Holme, Boston, PE20 1SF
Frampton Parish Council object to this planning applications, same reasons as past objections. Chairman and clerk to write to planning department.
20. War Memorial (agenda item 10 19.05.22)
Frampton Parish Council resolved to take down the picket fence, strim and cut the grass and remove the shrubs to the right. Cllr Hildred would like to try to clean the War Memorial. Frampton Parish Council to look for a volunteer to maintain the War Memorial if no volunteer found this will be a paid position.
21. Queen’s Jubilee Update (agenda item 11 19.05.22)
Everything is in place for the Jubilee, flyers have been delivered, transport to the beacon arranged and road closure has been granted. Chq made to Frampton WI for £105 as a contribution to the Afternoon Tea. We are awaiting an invoice for St Michael’s Church to contribute to the Coffee Morning.
22. Standing Orders (agenda item 12 19.05.22)
Frampton Parish Council resolved to adopt as a block current Standing Orders, these can be adjusted at later date if required.
23. GDPR – update on privacy (Clerk) (agenda item 13 19.05.22)
The Clerk reported there had been no complaints on privacy since the last meeting
