MINUTES OF THE FRAMPTON PARISH COUNCIL MEETING HELD ON 21st April 2022 AT 19.00hrs AT FRAMPTON Village Hall

Present:                     Cllr Ashton (Chairman) Cllrs Burton (Vice Chairman), Deane, Cooper. Balagrne Royce and Hladun

 

In attendance:          Michelle Cound (Clerk & Proper Officer, Responsible Finance Officer).

 

Two members of the public attended to address their concerns that Church End to Frampton Roads is becoming a race track, primarily by “Boy Racers.”

Ideally they would like to see the speed reduced to 30mph.

Chairman proposed that we deploy the traffic calming illuminating signage and see if this helps reduce speed.

Apologies were received from Cllr Welton (Boston Borough Council)

 

2. Declarations of interest (agenda item 2 21.04.22)

None

 

3. Approval of the minutes for meeting held 17th March 2022 (agenda item 3 21.04.22)

 The Council Resolved to adopt the minutes of 17/03/2022 as a true record.

 

4. Environment of the Parish Including Cllr A Austin LCC (agenda item 4 21.04.22)

 

Cllr Cooper commented that there has been fly tipping from Sandholme Lane down to Manor Farm before the council houses on the left.  Cllr Cooper will report to the Fly Swat team.

Cllr Burton commented that he was please the pot holes which he had reported had been completed.  Cllr Burton also commented that rubbish had been fly tipped in Bannisters field and removed by fly swat team.

Cllr Royce commented that the Man hole cover that had been reported to highways had not yet been completed. Cllr Royce also commented that the inside frame of the Man hole was broken and not just the lid.  Clerk to email details of reference number of repair to Cllr Austin.

Cllr Watson commented that residents and businesses in Kirton were very unhappy with the road closure as nothing has been happening.  Cllr Watson has sent an email to the clerk to be forwarded to all councillors.  Clerk will forward email.

Cllr Austin commented that the issue with the flooding on Lenton Way was heading in the right direction and issue seems to be with the conifer’s and the filled in dyke.  Cllr Austin also commented that she would speak with residents attending the public forum regarding speeding in the village.  Clerk to send Cllr Austin contact details.

Cllr Hladun commented that there were bad pot holes at Hubbert’s Bridge crossing as you come from Boston outside the control box. Clerk to report to fix my street.

Chairman commented he had noticed an increase in fly tipping.  Chairman also commented that the Milestone had been reconstructed and ready to placed back on Mill Hill.

 

5. Queen’s Jubilee Update (agenda item 5 21.04.22)

 

The flyer is ready to go to printers and the road closure form has been filled in online and sent.  Volunteers will be required to deliver the flyer across the Parish.

 

6.  Councillor Vacancy (agenda item 6 21.04.22)

 

Councillor vacancy has been advertised on social media, Endeavour FM and on the agenda for Parish Council Meeting.  So far we have had no applications have been received.

 

7. Parish News (agenda item 7 21.04.22)

 

Unfortunately we have not had a meeting with the Kirton News yet in regard to them including the Frampton Parish News. 

 

8.  GDPR – update on privacy (Clerk) (agenda item 8  21.04.22)

The Clerk reported there had been no complaints on privacy since the last meeting
