MINUTES OF FRAMPTON PARISH COUNCIL MEETING
Held on April 17th 2025 at Hubberts Bridge Community Centre.
Present: Cllr Ashton (Chairman), Cllr Fowler, Cllr Hladun, Cllr Balgarnie, Cllr Claire, Cllr Hildred, Cllr Burton and Cllr Pryke (Boston Borough Councillor – Kirton & Frampton Ward).
Absent: Cllr Rylott (Boston Borough Councillor – Kirton & Frampton Ward), Cllr Tennent, Cllr Hildred, Cllr Middleton (Boston Borough Councillor – Kirton & Frampton Ward) and Cllr Austin (Lincolnshire County Councillor).
In attendance: Lana Maclennan-James (Clerk & Responsible Finance Officer) and one member of the public.
Pre-meeting - 10-minute allocation for the Police and Public to speak:
97. Apologies for absence and reasons given (Agenda item 1 – 17.04.2025)
Cllr Hildred, Cllr Tennent as she is attending a funeral, Cllr Middleton as he is on annual leave, Cllr Rylott and Cllr Austin as she is also attending a funeral.
98. Declarations of interest in accordance with the Localism Act 2011 (Agenda item 2 – 17.04.2025)
None.
99. Approval of minutes for meeting held 20h March 2025 (Agenda item 3 – 17.04.2025)
Minutes were approved by all Councillors.
100. Planning applications (Agenda item 4 – 17.04.2025)
i. B/25/0131 – Unit 3 Fen Road – No notes.
ii. B/25/0123 – Fair Light – Extension granted – No comments or objections.
iii. B/25/0124 – Fen Lodge – No comments or objections.
101. To discuss the environment of the Parish (Agenda item 5 –17.04.2025)
a) Cllr Hladun has found some asbestos fly tipping down Frampton Bank and will report it.
b) Cllr Hladun also noted more fly tipping around Frampton which has been reported/collected.
c) Cllr Hladun shared that the sign at the junction has been lifted up and noted the Kirton have had new signs fitted around their parish.
d) Cllr Hladun also shared that the HBCC AGM is on 12th May.
e) Cllr Burton said that the signs at the crossroads on Bannisters Lane have been replaced.
f) Cllr Burton attended the Ossian presentation, which is still at the early stages, it may hit some of Frampton around the Hubberts Bridge area but it may miss Frampton entirely.
g) Cllr Burton shared that there appears to be more speeding down Middlegate Road/Church End. He suggested whether it is time to have some more speed signs put up. The Clerk can contact the Road Partnership to see what the process is / request the form and liaise with Cllr Burton. Cllr Pryke shared that Kirton Parish have a police officer attending their next meeting and will mention the problems we are having.
h) Cllr Claire shared that the memorial bench needs a new horizontal wooden slat on the back panel, Cllr Burton suggested contacted John Hodgson from Kirton End, Cllr Ashton asked for him to contact John.
i) Cllr Claire shared that we do not need planning for a flag pole under 4,5m.
j) Cllr Balgarnie has spotted a few pot holes which she will report the Fix My Street.
k) Cllr Pryke shared that he saw quadbikes riding on the bank on Frampton Marsh, the gates will be changed to prevent this from happening again.
l) Cllr Pryke also said that he saw an accumulation of mud, debris and more on a road near Kirton Holme.
m) Cllr Ashton spoke on how this would have been Cllr Austins last meeting with us as a County Councillor and he praised her on her hard work and dedication over the years.
102. Street Lights Update (Agenda item 6 – 17.04.2025)
As per the email sent prior to the meeting, the Borough Council need one more light to upgrade and also three lights have previously been filed under Wyberton when they belong to Frampton so we have incurred a charge of £251.46. Cllr Burton will walk around next week to find which light we would like to be replaced.
103. VE/VJ Day and Beacon Plan (Agenda item 7 – 17.04.2025)
We received notice that the Borough Council will be sending out flags and bunting, they have the Clerks address for delivery. Cllr Fowler will fill the beacon and it will be advertised on the boards and on Facebook. Clerk to send the Borough Council information on what we are doing for it, it will be 21:30pm on the 8th of May and it can go on the national page.
104. Clerks Report & GDPR (Agenda item 8 – 17.04.2025)
There has been an update to the Standing Order Policy and I have checked over and updated a few others with no significant changes to update the website.
The email invoice is due for the next year, the council confirmed this is ok to pay.
Once the clerk has received Frampton Hall electricity use invoice, the fees will be paid to all the halls.
105. Correspondence received (Agenda item 9 – 17.04.2025)
1) Email regarding memorial – The council were ok with this request; Cllr Ashton will speak to John Cooper to relay what the Council decided. There is a patch in the corner where a flower could be planted in remembrance.
2) Email regarding speed warning signs and moving date for speed sign – Cllr Ashton will be moving the electronic speed sign as soon as he can and we will send her the data from the first full charge. It was decided that after we have the data from the sign we can see if there is a need for more speed signs to be fitted.

Cllr Pryke suggested we hold a Frampton Parish Gardening Competition and sent a list of how to do it. Is there a garden shop in Frampton to donate a prize? Dobbies is one option. The Gardening Club may be interested in helping. It could include a new build category. One prize per category.
107. Date, time and venue of next meeting (Agenda item – 11 – 17.04.2025)
The next meeting will be held on May 15th 2025 at 19:30 at Hubberts Bridge.
